Statement of Work (SOW)

To provide degreasing solvent, degreasing solvent tanks, and periodic scheduled waste disposal of the solvent for Joint Manufacturing and Technology Center (JMTC), Rock Island Arsenal (RIA). The solvent must be a 100% recycled product meeting Mil PRF-680 TYPE II specification.

• Provide and replenish clean degreasing solvent.

• Remove and dispose of dirty solvent and sludge on a scheduled basis.

• Perform regular inspection and maintenance of parts washers.

• Repair damaged hoses, electrical wiring, and fusible link covers.

• Replace unrepairable equipment with new equipment.

• Respond to emergency type calls as needed.

• 10 Manual Operated Benchtop Parts Washers (5-gallon capacity): Serviced every 8 weeks.

• 20 Manual Operated Vat Parts Washers (32-gallon capacity): Serviced every 8 weeks.

• 1 Automatic/Manual Operated Agitation Parts Washer (80-gallon capacity): Serviced every 16 weeks.

• 3 Customer Owned Tanks (180-gallon capacity): Serviced every 16 weeks.

• Base year contract with four (4) option years.

• Services to be performed at JMTC, Rock Island Arsenal.

• Disposal of all waste must comply with State of Illinois manifests and be signed by the transporter and RIA Public Works-Environmental.

• Contractor must comply with all federal, state, and local safety and environmental regulations, including Army regulations and Rock Island Arsenal policies.

• Contractor must obtain necessary permits (e.g., hot work/open flame) and coordinate with the Rock Island Arsenal Fire Department.

• All hazardous waste disposal must comply with applicable laws and regulations.

• Materials used must not contain Class I Ozone Depleting Chemicals (ODCs).

• Contractor employees require AT Level I training within 60 days of contract start or new employee start.

• Background checks and adherence to installation access and security policies are required.

• Contractors requiring Common Access Card (CAC) must have a favorably adjudicated National Agency Check with Inquiries (NACI) or equivalent.

• Compliance with RAMP security program (e.g., vehicle searches, ID badges) is required.

• Contractor shall park in designated/approved areas.

• No IT support is required for this SOW.

• Response time for service calls is within 24 hours; emergencies require 1-2 hour response.

• Contractor must report all manpower, including subcontractors, via the Army contractor manpower reporting website.
