Scope of Work
The selected contractor will provide three Cultural/Political Advisors to maintain contact with the Federal Government of Somalia (FGS) and local civic/tribal leaders. The advisors will enhance JSOTF-SOM's understanding of the socio-cultural context for operations, advise leadership on cultural and political matters, and facilitate communication. Key responsibilities include:
- Providing cultural and political advisory services.
- Facilitating Somali to English and English to Somali interpretation and translation.
- Advising on U.S. military operations/policy and Somali culture/politics.
- Collaborating with U.S. and Somali government personnel.
- Supporting the preparation of reporting products.
- Developing an understanding of JSOTF-SOM campaign plans and military objectives.
Key Requirements
Personnel must have:
- A minimum of three years' work experience as a cultural advisor in Somalia.
- An active TS/SCI security clearance.
- Interagency Language Roundtable level 3 proficiency in English and Somali.
- Demonstrated experience satisfying requirements in the Performance Work Statement (PWS).
- The contractor must provide personal protective equipment and a quality control plan.
Contract Details
- Contract Type: Firm-Fixed Price (FFP).
- Period of Performance: Each Contract Line Item Number (CLIN) is for 12 months, with potential for up to three years total (including options). The initial performance start date is September 26, 2026.
- Place of Performance: Primarily Mogadishu, Somalia, with limited travel within Somalia, Djibouti, and Kenya.
- Work Schedule: 56 hours per week (eight-hour days, seven days per week).

- Evaluation Criteria: Best Value determination based on Lowest Priced Technically Acceptable (LPTA), considering Price, Technical, and Past Performance. Technical acceptability (resumes, security clearance, language proficiency) and past performance (recency, relevance) are critical.
- Mandatory Requirements: Active SAM account, CAGE number, and completion of Attachment 3 - Draft DD254 for facility clearance.
- Past Performance: Offerors must arrange for a Contracting Officer Representative (COR) or equivalent from a recent/relevant contract to submit a completed Past Performance Questionnaire (Attachment 2) directly to the POC by the solicitation due date. Offerors should not complete this themselves.

Funds are not presently available for this effort; award is contingent upon fund availability. The Government reserves the right to cancel the RFQ.
