Scope of Work

The requirement is for ADR Vehicular Equipment Kits, which are pre-packaged sets of safety and emergency response equipment mandated by the ADR treaty. These kits provide drivers with essential tools for managing initial phases of accidents or spills, including PPE, scene security items, and spill control equipment. Specific NSNs and quantities for a five-year period are detailed in Attachment 0001. The kits are required for integration into a wide range of military vehicles.

Technical Data Package (TDP) & Source Controlled Parts

A Technical Data Package (TDP) is available with a Distribution D statement, limiting access to Department of War (DoW) and U.S. DoW contractors. To obtain the TDP, vendors must possess a current DD Form 2345 (Militarily Critical Technical Data Agreement) on file with DLIS. Access requests must be submitted via SAM.gov, and the approved DD Form 2345 emailed to the listed contract specialists. Vendors without a current DD 2345 must apply through the Joint Certification Program, which can take 6-10 weeks. All distributed technical data must be destroyed after use. The TDP includes source-controlled parts (Attachment 0003), requiring vendors to prove their ability to obtain these from approved sources or commit to the Source Approval Request (SAR) process.

Response Requirements & Submission

This is a market research survey, not a solicitation. Vendors are requested to provide detailed information including:

  • Company profile (Name, CAGE, POC, Contact Info, Website).
  • Business type (NAICS 336390 - Other Motor Vehicle Parts Manufacturing) and small business status.
  • Confirmation of current DD 2345.
  • Capability and experience, including past performance and manufacturing location.
  • Commercial availability, technical features, quality control (e.g., ISO 9001:2015), and sourcing strategy.
  • Production capacity, lead times, Rough Order of Magnitude (ROM) pricing, and logistics capabilities (including European delivery and EU regulations compliance).
  • Identification of competitors and product differentiation.
