Scope of Work
The objective is to establish requirements for a contractor to provide secure, climate-controlled, and continuously accessible storage services for United States Air Force property. This is critical for preventing loss and environmental degradation of sensitive, high-value equipment, supporting operational readiness and asset preservation.
Key requirements include:
- Furnishing all personnel, supervision, facilities, and management for secure storage, safeguarding, and access to Government-owned assets.
- Providing storage unit(s) with a minimum of 500 sq ft of clean, dry, secure space (e.g., two 10'x25' or five 10'x10' units).
- Maintaining climate control between 55°F-75°F and <=50% relative humidity, 24/7.
- Units must be fully enclosed, weather-resistant, with sealed concrete or similar non-porous floors, and free from pests, mold, mildew, standing water, and structural hazards.
Performance Standards
- Security & Access: 24/7/365 access via Government-controlled electronic gate code and contractor-provided unit locks. Facility secured by perimeter fence and electronic access gate. Continuous (24/7) video surveillance of access gates and storage unit exteriors.
- Reporting: Report security breaches, theft, loss, or damage to COR within 2 hours of discovery (formal written report within 24 hours). Notify COR of climate control, security, or access control system failures/maintenance within 1 hour.
- Property Management: Government personnel will perform all property management and inventory functions. The contractor is not responsible for handling or documenting items within locked units but must allow and support periodic Government inspections.
