Purpose & Overview
This is a Sources Sought notice for market research, not a solicitation. The Government seeks to determine the availability and capability of firms to provide non-personal DRT services. The results will help IHS determine the appropriate acquisition strategy, potentially including set-asides under the Buy Indian Act and/or FAR Part 19. The anticipated contract structure is a 12-month base year with four (4) 12-month option years.
Scope of Work
The contractor will provide non-personal DRT services on-site at PIMC, including:
- Mammography imaging: 2D and 3D Tomosynthesis.
- Computed Tomography (CT) imaging.
- Patient screening, positioning, and imaging procedures.
- Quality Assurance (QA) and Quality Control (QC) in accordance with MQSA and ACR standards.
- Accurate and timely documentation in RPMS/EHR systems.
- Compliance with IHS, Joint Commission (TJC), and CMS standards. Services are on an as-needed basis, with no guaranteed hours. Estimated coverage includes day shifts for Mammography and day, evening, and night shifts for CT.
Key Requirements
Interested firms must demonstrate technical capability in:
- Staffing and Coverage Model: Ability to provide qualified DRT personnel for both Mammography and CT, covering various shifts, supporting short-notice needs, and ensuring continuity.
- Clinical Capability: Experience in diagnostic radiology services, familiarity with MQSA, ACR, TJC, CMS, and IHS standards, and experience with digital radiology systems.
- Scheduling and Continuity: Ability to manage staffing schedules and respond to changing Government requirements.
- Credentialing and Qualifications: Technologists must meet IHS credentialing, possess current ARRT certification (Radiology; CT for CT technologists), MQSA certification (Mammography), and current BLS certification. Image Gently and Image Wisely certification/training is also required.
- Past Performance: Experience with similar contracts, radiology services in hospital/clinical settings, and Federal healthcare facilities (preferred). This is a non-personal services contract; the contractor is responsible for personnel management and supervision.

The IHS Contracting Officer will prioritize Indian Small Business Economic Enterprises (ISBEE) per the Buy Indian Act.
