• Eligibility Period: The enterprise must meet the definition throughout the solicitation response, contract award, and the full contract performance period.
• Notification Requirement: Contractors must immediately notify the Contracting Officer if they no longer meet eligibility requirements.
• Documentation: Contracting Officers may require documentation of eligibility, and awards may be subject to protest.
• Registration: Successful offerors must be registered with the System of Award Management (SAM).
• Penalties: False or misleading information is a violation of law and subject to penalties.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal professional Digital Radiographic Technologist (DRT) Services, specifically Mammography and Computed Tomography, at the Phoenix Indian Medical Center (PIMC).

• Provide qualified and available DRT staff for Mammography and Computed Tomography services.

• Services are required for scheduled shifts and potentially on an as-needed basis.

• Technologists must be experienced with specific equipment (Hologic Dimensions for Mammography, Canon Aquilion Prime SP2000 for CT).

• Perform screening and diagnostic digital radiology examinations, quality assurance, and quality control.

• Utilize electronic health records for documentation.

• Adhere to facility policies, including dress code, infection control, and safety procedures.

• Perform clerical duties related to RPMS, EHR, training, and PACS systems.

• 100% coverage of key mandatory services (Mammography and Computed Tomography).

• Zero breaches of patient safety (digital radiology) and privacy/confidentiality/HIPAA standards.

• Negative incentives may apply if acceptable quality levels are not met (up to 10% per month combined).

• Performance is evaluated based on standards in the PWS and a Quality Assurance Surveillance Plan (QASP).

• Base year with four (4) one-year option periods.

• Location: Phoenix Indian Medical Center, Medical Imaging Department, 4212 N Sixteenth Street, Phoenix, AZ 85016.

• PIMC operates 365 days a year, 24 hours a day.

• Qualifications/Certifications:

  • Minimum one year experience in Diagnostic Radiologist Technologist (Mammography and Digital Radiology).
  • Minimum one year experience in Diagnostic Radiologist Technologist (Computed Tomography and Digital Radiology).
  • Current ARRT certification (Radiology and/or CT).
  • FDA Mammography Quality Standard Act (MQSA) Certified (for Mammography).
  • Current BLS (Basic Life Support).
  • Image Gently and Image Wisely certification/training.

• Security:

  • Must undergo IHS mandated security clearance (fingerprint check, background investigation).
  • Provide required documentation including Resume/CV, OF-306, etc.

• Health:

  • Provide immunization records (TB, MMR, Varicella, Hepatitis B, Influenza).

• Other:

  • Sensitivity to cultural aspects of Native American Indians.
  • Ability to work through interpreters if necessary.
  • Mandatory annual security awareness training (ISSA).
  • Contractor is responsible for personnel management and supervision.
  • Government provides medical supplies and equipment, but not uniforms or personal items.

Sources Sought / Market Research

This notice is for market research purposes to determine the availability and capability of Indian Small Business Economic Enterprises (ISBEE) and Other Small Business Concerns to provide non-personal Digital Radiographic Technologist (DRT) services (Mammography and Computed Tomography) at the Phoenix Indian Medical Center (PIMC), Phoenix, Arizona. The Government will use this information to determine the acquisition strategy, including potential set-aside determinations.

• The Government anticipates a contract with a 12-month base year and four (4) 12-month option years.

• Services include Mammography imaging (2D and 3D Tomosynthesis), Computed Tomography (CT) imaging, and patient screening, positioning, and imaging procedures.

• Quality Assurance (QA) and Quality Control (QC) must comply with MQSA and ACR standards.

• Documentation must be accurate and timely in RPMS/EHR systems.

• Services must comply with IHS, Joint Commission (TJC), and CMS standards.

• Estimated coverage: Mammography (Day shift, 7:30 AM – 4:00 PM), CT (Day, evening, and night shifts).

• Scheduling is typically 2-4 weeks in advance, and services are provided on an as-needed basis (no guaranteed hours).

• All services are to be performed on-site at PIMC.

• This is a non-personal services contract. It is NOT for direct Government supervision, personal services arrangements, or individual technologist hiring by the Government.

• The Contractor is responsible for the management, supervision, and performance of its personnel.

Interested firms must demonstrate capability in:

• Staffing and Coverage Model: Providing qualified DRT personnel for Mammography and CT, staffing approach for shifts, supporting short-notice/emergency coverage, and ensuring continuity.

• Clinical Capability: Experience in diagnostic radiology services, familiarity with relevant standards (MQSA, ACR, TJC, CMS, IHS), and experience with digital radiology systems.

• Scheduling and Continuity: Developing and managing staffing schedules, maintaining continuity of care, and responding to changing Government scheduling requirements.

• Credentialing and Qualifications: Providing technologists meeting IHS credentialing requirements, current ARRT certification (Radiology/CT), MQSA certification (Mammography), and current BLS certification.

• Past Performance: Experience with similar contracts, providing radiology services in hospital/clinical settings, and experience with Federal healthcare facilities (preferred).

• Recommended NAICS Code: 621512 – Diagnostic Imaging Centers (Size Standard: $19.0M).

• PSC Code: Q522 – Radiology Services.

• The contracting officer will give priority to Indian Small Business Economic Enterprises (ISBEE) in accordance with the Buy Indian Act. Respondents asserting ISBEE status must provide specific documentation.
