• Cybersecurity Maturity Model Certification (CMMC): Questions about current CMMC status, anticipated status, and intended level.
• Project Experience: Detailed section for vendors to list past projects, including title, location, years of professional and construction services completed, estimated construction cost, project owner, and point of contact information. This section allows for multiple project entries.

This form is critical for bidders to demonstrate their suitability and experience for opportunities related to air operations, particularly those requiring work in overseas locations like Qatar or within the CENTCOM AOR. Completing this form accurately and thoroughly will be essential for the government's evaluation of a bidder's capacity, technical expertise, and compliance with requirements such as CMMC and DBA insurance.

Sources Sought Notice

This notice is issued for market research to determine the availability, capability, and interest of firms for a potential Government requirement. No solicitation is currently available, and no award will be made from this notice. Responses will inform acquisition strategies and market understanding.

The U.S. Army Corps of Engineers (USACE) Southwestern Division, Middle East District (SWM) anticipates a potential requirement for a seven-year Single Award Task Order Contract (SATOC). This contract will support pre-design activities and a 100% design solution for the development of ICD-705 compliant secure facilities at Al Udeid Air Base, Qatar. The project stems from the Air Force Central Command (AFCENT) and the Al Udeid Air Base 2040 Strategic Master Plan.

• Planning Charrette Report II (PCR II) with DD Form 1391

• Geotechnical Survey

• Design of a hardened, underground, secure Combat Center Building and squadron operations buildings to support various airframe and missions (including ISR)

• Potential additional facilities: administrative offices, command and control facilities, operational readiness and life support facilities, elevators, and a parking garage

• Ancillary supporting facilities, security measures, utility services, site work, and demolition to ensure a complete and usable facility.

• Potential SATOC solicitation: Approximately April 2027

• Anticipated award: Approximately January 2028
