Sources Sought for dredging and placement of material at the Historic Area Remediation Site (HARS) at (Area 1) Gravesend Bay Anchorage New York Bay and (Area 2) Arthur Kill Channel

Sources Sought Announcement

This announcement is for market research purposes only to identify potential qualified contractors for dredging and placement of material at the Gravesend Bay Anchorage and Arthur Kill Channel. No awards will be made from this announcement, and no solicitation is available at this time. The government intends to combine these two projects into a single contract for efficiency.

• Gravesend Bay Anchorage: Deepen the anchorage from -47 ft. MLLW to -50 ft. MLLW and widen it to accommodate larger ships. This involves dredging approximately 1,000,000 cubic yards of material, with placement at the Historic Area Remediation Site (HARS).

• Arthur Kill Channel: Remove remaining foundations from the original Goethals Bridge dolphins, which are navigational hazards. The project will also deepen the channel in this vicinity from -35 ft. MLLW to -42 ft. MLLW. Dredged material and debris (approximately 15,000 cubic yards) will be placed upland.

• NAICS Code: 237990 - Dredging / Other Heavy and Civil Engineering Construction

• Small Business Size Standard: $37,000,000

• Business Characteristics: Name, address, POC, CAGE Code, DUNS Number, bonding capacity, business size (small/large, specific certifications), and subcontracting plans.

• Experience: Largest channel dredging contract (prime), experience in NY/Long Island, and at least 3 similar dredging contracts with HARS and/or UPLAND placement (including size, cost, staff qualifications, customer feedback, and complexities).

• Equipment: Forecasted dredging and support equipment, with daily capacity.

• Capacity: Ability to perform work in FY2027, earliest mobilization date, potential construction duration issues, and expected subcontracting percentage.

• Comments/Recommendations: Any additional contractor feedback.

• Due Date: Responses are due no later than 4:00 PM EST on April 10, 2026.

• Format: Completed Survey Questionnaires, no longer than 10 pages.

• Experience: Largest channel dredging contract (cubic yards), experience in NY/Long Island, and at least 3 similar Atlantic Coast dredging/beach placement contracts (including size, cost, staff qualifications, customer feedback, complexities).

• Equipment: Forecasted dredging and support equipment, daily capacity.

• Capacity: Ability to perform in Federal Fiscal Year 2027, earliest mobilization date, potential construction duration issues.

• Subcontracting: Expected percentage of work subcontracted.

• Comments/Recommendations: Any additional input.

• Due Date: No later than 4:00 PM EST, April 10, 2026.

• Format: Completed Survey Questionnaires (max 10 pages) submitted via email to brian.h.winters@usace.army.mil.
