Quick Summary

The Department of the Navy, specifically NAVFAC Pacific, is conducting market research through a Sources Sought notice to identify potential sources for Mass Notification Remote Terminal Units (RTU). These units are required for the Fiscal Year 2024 Military Construction, Joint Region Marianas Project 678 (P-678), SATCOM Facility, Marine Corps Base Camp Blaz, Guam. The primary goal is to find products with performance and listing/approval requirements equal to the Federal Signal Mass Notification RTU, UVRI-B Ultra Voice®. Responses are due by March 31, 2026, at 2:00 p.m. H.S.T.

Scope of Work

The required Mass Notification RTUs must possess specific characteristics to ensure compatibility and functionality within the existing system:

  • Comply with National Fire Codes®, specifically NFPA 72.
  • Maintain electrical and operational compatibility with the Base Emergency Communication Control at Joint-Region Marianas Emergency Management Center.
  • Minimize interference from jamming, spoofing, hacking, eavesdropping, or other malicious acts.
  • Provide a communication bridge to alert, notify, and transmit emergency communications from the Base System to the new facility.
  • Broadcast live voice signals or activated prerecorded voice messages, tones, and other signals to the in-building mass notification system on Base.
  • Maintain flexible capability to interface self-amplified speakers and create additional notification directly from the RTU itself.
  • Be UL listed for service.
