Statement of Work (SOW) / Performance Work Statement (PWS)

To provide contractor support for the operation (opening and closing) of the Port Security Barrier (PSB) at Naval Support Activity, Naples Detachment (NSAND) Gaeta, Italy. This service is essential for allowing U.S. Navy assets and host nation vessels access to and from Gaeta's harbor.

• Provide PSB Gate Operation for both the Main Gate (150 meters) and Side Gate (50 meters).

• Provide contract data, plans, and reports as required.

• Ensure adherence to safety and quality control standards.

• The PSB system is designed to control access points, reduce exposure to critical assets, and deter threats.

• Services are provided on an "as needed" basis.

• Approximately 60 main gate and 140 small gate movements annually are expected.

• Contractor must be on-site within one hour of notification for any gate operation, including nights, weekends, and holidays.

• In emergencies, operations must commence within one hour of official notification.

• Communication with Harbor Security via VHF Channel 14 is required before and after all operations.

• Contractor's vessel must be a registered tugboat in good working condition, seaworthy, and capable of towing the PSB gates.

• The location is Naval Support Activity, Naples Detachment (NSAND) Gaeta, Italy.

• Normal working hours are Monday-Friday, 0800-1600, with 24/7 on-call availability for scheduled and unscheduled movements.

• Services are non-personal; contractor personnel are not subject to government supervision.

• Contractor is responsible for all costs associated with their vessel(s).

• Compliance with all applicable host nation (Italy) and international maritime safety standards, U.S. laws, and DoD regulations is required.

• Environmental compliance, including spill prevention and reporting, is mandatory.

• Contractor must obtain base entry clearance for all personnel and vehicles.

• A Quality Management System, Safety Program, and Personnel Contingency Plan are required.

• Personnel must possess Italian boating licenses and requisite experience for safe operation.

• At least one employee must communicate clearly in English. The designated manager must speak and comprehend basic conversational English.

• Contractor employees are prohibited from performing inherently governmental functions.

• Operational Security (OPSEC) protocols must be strictly followed.

Sources Sought Synopsis

This document is a Sources Sought Synopsis to conduct market research and identify potential sources capable of performing Port Security Barrier (PSB) Operations in Gaeta, Italy.
