  • Corporate and Team Capability: Organization, team members, resource acquisition.
  • Background and Experience: Relevant projects in process design, scale-up of explosives, hazardous materials facility design/construction/commissioning, operation/management of explosive facilities (safety, environmental), Explosive Safety Site Plans, environmental permits, NEPA assessments.
  • Proposed Technical Approach / CoE Concept: Conceptual approach, technologies, infrastructure, campus layout, design flexibility.
  • Program Management and Schedule: Integrated Master Schedule, building list with Net Explosive Weight, personnel breakdown.
  • Cost, Assumptions, and Contract Model: Rough Order of Magnitude (ROM) for design, construction, commissioning, transition to production; ROM for price per pound of RDX/HMX; proposed capital structure; potential redirection of other projects; reasonableness of ROM; suggested contracting vehicle.

Site Visit Opportunity

A site survey visit is offered at Blue Grass Army Depot, KY on April 8, 2026.

  • Schedule: 8:45 AM EDT (arrival), 9:15 AM (brief), 10:00 AM (tour), 11:30 AM (departure).
