Scope of Work

The FBSS provides critical services to DOS's global workforce, including:

  • Forensic psychological and psychiatric evaluations: Supporting security clearance adjudication, LEO fitness for duty, and targeted violence risk assessment.
  • Subject Matter Expert (SME) mental health consultations: Provided by forensic psychologists, psychiatrists, or licensed clinical social workers.
  • LEO physical examinations and medication reviews: Conducted by board-certified occupational medicine physicians per ACOEM Law Enforcement Standards.
  • Embedded doctoral-level forensic psychology support: For DOS Consular Affairs and FBSS operations, requiring TS/SCI clearance eligibility.
  • Part-time program management: By a master's-level nurse, requiring TS clearance eligibility.

Services are anticipated to be on a Time-and-Materials basis. The period of performance is expected to be a one-year base period plus four one-year option periods.

Personnel Qualifications

Key personnel require specific qualifications:

  • Psychologists: Doctoral degree (PhD/PsyD) from APA-accredited program, APA-accredited internship, 7+ years relevant experience (national security, intelligence, DoD, forensic, law enforcement), and valid license. TS/SCI clearance for embedded roles.
  • Physicians: Board certified in Occupational Medicine, experienced with law enforcement officers.
  • Social Workers: MSW from CSWE-accredited program, highest level of independent clinical licensure, 10+ years diversified experience.
  • Nurses (Program Manager): Master's in Nursing, active license, 10 years managerial experience, experience with State/DoD populations. TS clearance required.
