Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for contractor support of multimedia productions for the Headquarters United States Air Force Chaplain Corps. The goal is to provide resources for mission requirements and strategic initiatives, focusing on religious accommodation, spiritual readiness, and leadership advisement.

The contractor will provide comprehensive multimedia, web architecture, and visual communication solutions to enhance the strategic messaging of the Air Force Chaplain Corps. Key areas include:

• Web Architecture & Content Management: Develop, customize, and maintain a SharePoint-based Resource Hub and associated web/social media presence. This includes managing digital content updates with a minimum of 12 and a maximum of 24 posts per month.
• Multimedia & Video Production: Produce broadcast-quality video products for educational, informational, and promotional use. This involves the full lifecycle of video production, from storyboarding to editing, with an estimated 2-4 completed projects per month.
• Graphic Design, Photography, & Brand Management: Create compelling visual assets and photography to standardize and elevate the Air Force Chaplain Corps brand. This includes designing 10-15 graphic designs per month and covering 2-3 photography/video events per month.
• Asset Repository & Data Management: Establish and maintain a secure, searchable digital archive of all multimedia assets.
• Strategic Alignment, Reporting, & Knowledge Transfer: Provide project tracking, technical support, and knowledge transfer to Government personnel.

Performance will be assessed on an "Acceptable" or "Unacceptable" basis. Key performance objectives include:

• Web Content Development and Maintenance: 98% of deliverable requirements met on time, with 2% reworked within 2 business days; critical information must be accurate.
• Multimedia Production: 98% of deliverable requirements met on time, with 2% reworked within 2 business days; critical information must be accurate.
• Replacement/substitute personnel: Vacancies filled with qualified personnel within 14 days, with no mission impact.

Performance will occur at the Contractor's designated office space, AF/HC, or other approved location. The Government will provide workspace and utilities. Telework may be permitted.

• Government Furnished Property (GFP): The Government will provide necessary workspace, utilities, basic equipment (telephones, computers, desk space), and technical equipment for production.
• Contractor Acquired Property: The contractor will not be required to acquire any property.
• Security: Contractor personnel must comply with all security instructions, including obtaining Common Access Cards (CACs) and adhering to physical security and access control measures.
• Training: Required training includes Information Assurance (IA)/Information Technology (IT) training and OPSEC training.
• Transition: The contractor must provide a Transition-In Plan at the Kickoff Meeting and a Transition-Out Plan 90 days prior to contract expiration.
• Quality Control: The contractor shall develop and maintain a quality control program.
• Travel: Local travel is at no cost to the Government. CONUS and OCONUS travel require prior approval from the COR.
• Holidays: Contractor shall not perform services on recognized US holidays.

Request for Information (RFI)

This RFI is issued solely for information and planning purposes and is limited to eligible 8(a) Small Businesses. It does not constitute a Request for Proposal (RFP) and the Government is not seeking proposals or accepting unsolicited proposals at this time. The RFI aims to identify potential 8(a) Small Businesses with the experience and capabilities to perform work for the Headquarters United States Air Force Chaplain Corps multimedia productions. It also seeks industry feedback on risks, opportunities, and recommendations related to the attached Draft Performance Work Statement (PWS).

The Air Force Chaplain Corps provides resources for religious accommodation, spiritual readiness, and leadership advisement. The contractor will support these efforts by providing personnel, equipment, and services for multimedia productions, including the Resource Hub, video production, graphic design, photography, Social Media sites, and branding projects.

• Eligibility: Strictly limited to 8(a) Small Businesses.

• Response Focus: Capability statements detailing experience and ability to meet PWS requirements. Vendors are encouraged to provide feedback on the Draft PWS, including potential risks, areas for improvement, and recommended contract vehicles and NAICS codes.

• Teaming: Vendors are encouraged to provide information on potential joint ventures, partnerships, or consortiums.

• Submission: Capability statements (Microsoft Word compatible, max 10 pages) are due no later than Tuesday, July 14, 2026, 3:00 PM EST. Proprietary information should be minimized and clearly marked.
