Quick Summary

The Phoenix Area Indian Health Service (IHS) is conducting market research via a Sources Sought Notice to identify Indian Small Business Economic Enterprises (ISBEE) and Other Small Business Concerns capable of providing non-personal physician hospitalist services for the Phoenix Indian Medical Center (PIMC) in Phoenix, Arizona. The government intends to use responses to determine the appropriate acquisition strategy, including potential set-asides under the Buy Indian Act and/or FAR Part 19. Responses are due April 28, 2026.

Scope of Work

The anticipated contract will have a 12-month base year and four (4) 12-month option years. The contractor shall provide comprehensive non-personal hospitalist services on-site at PIMC, including:

  • Inpatient admissions, evaluations, and medical management.
  • Daily rounding in ICU and medical/surgical units.
  • Coordination of care, including transfers and discharges.
  • Timely documentation in accordance with IHS, TJC, and CMS standards.
  • Collaboration with Government medical staff.

Coverage requirements include daytime shifts (7:00 AM – 3:00 PM / 7:00 AM – 6:00 PM) and nighttime shifts (6:00 PM – 7:00 AM), with estimated monthly coverage of 10-30 day shifts and 15-30 night shifts.

Important Clarification

This is a non-personal services contract. The contractor will be responsible for the management, supervision, and performance of its personnel. Responses demonstrating only individual staffing capability without organizational responsibility may be considered non-responsive.

Technical Capability Requirements

Interested firms must demonstrate capability in:

  • Staffing and Coverage Model: Ability to provide continuous inpatient hospitalist coverage, staffing models for day/night operations, and surge/contingency staffing.
  • Clinical Capability: Experience providing inpatient hospitalist services, managing patients across ICU/medical/surgical units, and compliance with TJC, CMS, and IHS clinical standards.
  • Scheduling and Continuity: Ability to develop and manage staffing schedules, maintain coverage continuity, and respond to short-notice needs.
  • Credentialing and Qualifications: Ability to provide licensed physicians meeting IHS requirements, Board Certification/Eligibility in Internal Medicine or Family Medicine, and BLS/ACLS certification.
  • Past Performance: Experience with contracts of similar size, scope, and complexity, particularly in facilities comparable to PIMC with similar patient volume, acuity, and 24/7 coverage models. Federal healthcare experience is preferred.

Set-Aside & Buy Indian Act

This notice is specifically issued to determine if the requirement can be set aside for ISBEE firms under the Buy Indian Act, which grants priority. Respondents asserting ISBEE status must identify ownership, control structure, compliance, and how they will perform primary contract requirements. An "Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form" is provided for self-certification.
