The IHS Contracting Officer prioritizes ISBEE set-asides for all purchases, especially those subject to commercial items (FAR 12.209) or Simplified Acquisition Procedures (FAR 13.106).
Requirement
The requirement is for non-personal Professional Medical Laboratory Technician (MLT) Services at PIMC on an "as needed" basis to cover staff changes and shortages. MLTs will perform laboratory functions including specimen collection, processing, analysis, and verification of results across major clinical laboratory areas such as chemistry, hematology, coagulation, blood bank, serology, urinalysis, microbiology, and molecular testing. Services must adhere to IHS, CAP, CMS, and The Joint Commission (TJC) standards. The period of performance is anticipated to be a 12-month base period with four (4) 12-month option periods.
Set-Aside & Eligibility
This opportunity is focused on the Buy Indian Act. An Indian Economic Enterprise (IEE) is defined as a business 51% owned by one or more Indians, Federally Recognized Indian Tribes, or Alaska Native Corporations, with 51% of earnings going to them, and management controlled by Indians. An Indian Small Business Economic Enterprise (ISBEE) is an IEE that also qualifies as a small business under 13 CFR Part 121.
Response Requirements
Interested firms must respond in writing, providing:

- FSS / SEWP Contract number (if applicable)
- SAM Unique Entity Identifier (UEI) Number, CAGE Code, Tax ID number
- Indication of IEE or ISBEE business category
