Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) details the requirements for providing essential Telecommunication Services (TS) to support Keesler Air Force Base (AFB), Biloxi, Mississippi. The services are required 24 hours a day, seven days a week, 365 days a year.

• Provide all labor, tools, facilities, materials, and services for local access to designated circuit demarcation points.

• Ensure Contractor's solution is compatible with Government infrastructure without additional cost.

• Provide and install transmission equipment and cables for local and long-distance exchange access and transport service circuits to Government-provided floor space.

• Connect to Government-provided power and termination frames.

• Services do not include residential or business services for non-Government entities or contractors.

• Outages:

  • Scheduled Outages: Notify Government POC 30 days in advance with a detailed explanation, downtime, and affected users. Outages should minimize user inconvenience.
  • Unscheduled Outages: Contractor shall respond and restore service based on outage category (Catastrophic, Emergency, Serious, Routine) with defined response and restoration times (e.g., Catastrophic: 1-hour response, restoration time determined by TSP/RPL; Emergency: 1-hour response, 8-hour restoration).

• Services Summary (SS):

  • Performance Element 1: Continuous operation phone service 24/7/365 with 100% availability.
  • Performance Element 2: Timely and detailed notification of scheduled outages provided 100% of the time.
  • Performance Elements 3-6: Timely response to notification and restoration of services for all outage priorities (Catastrophic, Emergency, Serious, Routine) provided 100% of the time.

• Grade of Service (GoS): Ensure end-to-end per-call latency and packet jitter remain within ITU standards for VoIP, video, or other real-time traffic requiring elevated GoS.

• Services support Keesler AFB, Biloxi, Mississippi.

• Specific site requirements are detailed in Appendix A.

• Personnel: Contractor is responsible for ensuring sufficient qualified and certified personnel.

• Government Emergency Telecommunications Service (GETS): Contractor must have NPA 710 in the switch for GETS access.

• Cutover Plan: Must include overview, implementation plan, required support, key departments, and POC list. Cutover for Keesler AFB site is no more than 30 days.

• Safety, Health and Fire Protection: Follow local procedures and CFR 29, Part 1926.58.

• Customer Service Records (CSR): Provide detailed telecommunication service account information, including DID numbers, CSL, SIP, CENTREX, analog trunks, digital trunks, transport channels, data point-to-point, circuit extensions, diversity routing, and telephone book listings.

• Government Provided Space and Services: Government will provide rack space, environmental controls (humidity, temperature), primary and emergency conditioned power, and wall/storage space.

• E911 Compatibility: Provide configuration diagrams for 911/E911 services, including CAMA trunks, ALI circuits, and E911 database maintenance for commercial numbers.

• Special Services: Examples of circuit/trunk routing provided; Contractor must provide 24/7 monitoring and alert capabilities for IP connections.

• Service Routing: Submit a service routing diagram or description.

Interested parties are requested to provide a written statement confirming their ability to comply with the Government's needs as specified in the attached Performance Work Statement (PWS). Responses must include company name, address, phone number, point of contact, CAGE code, company size status, and ownership (U.S. or foreign-owned). Additionally, respondents should include any associated product literature and indicate if items are located on a Federal Supply Schedule contract. Submitting a response certifies that the party can meet all criteria.
