Scope of Work
The requirement is for essential Telecommunication Services (TS) to support Keesler AFB 24 hours a day, seven days a week, 365 days a year. The contractor will provide all labor, tools, facilities, materials, and services for local access to designated circuit demarcation points. This includes providing and installing transmission equipment and cables for local and long-distance exchange access and transport service circuits, ensuring compatibility with Government infrastructure, and connecting to Government-provided power and termination frames. Services do not include residential or business services for non-Government entities.
Performance Requirements
Key performance elements include 100% availability for continuous phone service, timely notification (30 days) for scheduled outages, and defined response and restoration times for unscheduled outages (e.g., 1-hour response for Catastrophic/Emergency). The Grade of Service (GoS) must meet ITU standards for VoIP, video, and other real-time traffic.
Special Requirements
Specific requirements include ensuring sufficient qualified personnel, having Government Emergency Telecommunications Service (GETS) access (NPA 710), submitting a Cutover Plan (30-day maximum for Keesler AFB site), adhering to safety regulations, providing detailed Customer Service Records (CSR), and ensuring E911 compatibility. The Government will provide necessary space, environmental controls, and power.
