Sources Sought Notice: Computed Tomography (CT) And Diagnostic Radiology (X-Ray) Technologist Services for the Great Plains Area Indian Health Service (IHS) Pine Ridge Service Unit Hospital in Pine Ridge, South Dakota.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure continuous, accurate, and timely clinical Radiology Department support services for Computed Tomography (CT) and Diagnostic Radiology (X-Ray) Technologists, enabling safe and effective patient care across Pine Ridge Indian Health Center and its Outlying Clinics.

• Provide CT imaging services, including performing examinations per physician orders, determining appropriate scan protocols, modifying procedures as needed, and assisting with CT-guided interventional procedures.

• Provide Diagnostic Radiology (X-Ray) services, including performing examinations, operating DR/CR systems, and ensuring proper patient positioning and exposure techniques.

• Ensure continuous staffing coverage for all shifts (days, evenings, nights, weekends, holidays) with 98% or greater shift coverage per month.

• CT Imaging:

  • ≥ 95% of CT exams accepted as diagnostic quality on first acquisition.
  • ≥ 95% of CT exams completed within facility turnaround times.
  • ≥ 98% compliance in selecting and applying correct CT protocols.
  • 100% support for interventional procedures without delay.
  • 100% compliance with radiation safety standards (ALARA).
  • 100% adherence to patient safety and EHR documentation standards.

• Diagnostic Radiology (X-Ray):

  • ≥ 93% of radiographic images accepted as diagnostic quality on first acquisition.
  • ≥ 95% of X-ray exams completed within facility turnaround times.
  • Positioning and technique accuracy ≥ 93%.
  • Repeat imaging rate due to technologist error not to exceed 7%.
  • 100% compliance with radiation safety and patient safety standards.
  • 100% EHR documentation compliance.

• Staffing Coverage:

  • ≥ 98% shift coverage per month.
  • No uncovered shifts without prior Government approval.

• Safety and Regulatory Compliance:

  • Zero significant compliance violations.
  • Zero preventable safety incidents.

• Professional Conduct:

  • Zero substantiated incidents of unprofessional conduct.

• Multiple-option contract with a Base Period of Ten Weeks and 19 option periods, each for ten-week periods.

• Services are for the IHS Pine Ridge Service Unit (PRSU) Hospital and Outlying Health Centers.

• Contract type: Firm Fixed Unit Price Performance Based Service contract.

• Contractor personnel must hold current ARRT registry/certification or equivalent.

• CT Technologists require documented competency and experience in CT procedures.

• Diagnostic Radiology/X-Ray Technologists require documented competency and experience in radiographic imaging.

• Contractor personnel must meet Government onboarding and security requirements, including providing dosimeter badges.

• Services are strictly non-personal services; no employer-employee relationship.

• Contractor must provide a single management representative and conduct HR functions independently.

• Government will provide radiology space, equipment, materials, PPE, supplies, and system access.

• Weekly Timekeeping, Staffing, and Invoicing Report.

• Monthly Quality, Safety, and Adverse Event Report.

• Monthly EHR Documentation Compliance Report.

• Personnel Roster and Credentialing Package (At Award and with staffing changes).

• Staffing Coverage and Schedule Report.

• Equipment and Operational Readiness Report.

• COR Performance Review Support and QASP data.

• Incident and Corrective Action Reports (as required).

• Award will be made to the responsible Offeror whose proposal is Technically Acceptable and submits the Lowest Evaluated Price (LPTA).

• Technical Acceptability will be evaluated based on Staffing and Coverage Capability, Personnel Qualifications, Technical Capability, and EHR Documentation and Regulatory Compliance.

• Price will be evaluated for fairness, reasonableness, and completeness.
