Sources Sought Notice

This notice is a market research tool to determine the availability and capability of small businesses to perform Design-Bid-Build (DBB) P171 Weapons Magazines construction at Naval Weapons Station Yorktown, Virginia. The government is seeking information to decide if the procurement should be set aside for small businesses. Large business submittals will not be considered.

The project involves constructing five (5) Containerized Long Weapons Storage Two Bay (CLWS 2B) High Explosive magazines, two segregation facilities, and one forklift charging station. Construction includes reinforced concrete foundations, walls, floors, roofs, entrances, and loading aprons. Site improvements include relocation of Turkey Road, access drives, stormwater management, truck loading/unloading areas, perimeter fencing, gates, signage, and landscaping.

• Construction of five (5) CLWS 2B High Explosive magazines.

• Construction of two segregation facilities.

• Construction of one forklift charging station.

• Associated site improvements and paving.

• Facility-related control systems including cybersecurity features.

• Procurement Method: Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation.

• Estimated Magnitude of Construction: Between $250,000,000 and $500,000,000.

• NAICS Code: 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45,000,000.

• Anticipated Award: August 2026.

• This is a new procurement; no prior contract information exists.

• Interested sources must submit responses using the "Sources Sought Contractor Information Form" and "Project Information Form" (attached separately).

• Responses are due on 21 NOVEMBER 2025 at 2:00 PM local time.

• A "read receipt" is encouraged.

• Responses received after the deadline or without required information will not be considered.

• The government is seeking eligible Small Business firms.

• SDVOSB, HUB-Zone, 8(a), WOSB, and small businesses are encouraged to respond.

• Large business submittals will not be considered.

• If set aside for small businesses, FAR clause 52.219-14 (Limitations on Subcontracting) will apply, requiring the prime contractor to perform at least 15% of the contract cost (excluding materials) with their own employees.

• Mentor-protégé joint ventures under the 8(a) program must provide SBA approval.

The "Project Information Form" must be completed for each project (max 2 pages per project).
