Purpose & Scope
IHS is seeking information on vendors interested in and capable of supplying a comprehensive list of laboratory supplies. These include various pediatric, toxicology, spinal fluid, HIV, TB Gold Plus, and cardiac marker reagents, as well as analytical cartridges, buffers, and other consumables. Delivery will be to the Phoenix Indian Medical Center, Laboratory Department, 4212 North 16th Street Bldg-9, Phoenix, AZ 85016.
Set-Aside & Eligibility
This requirement may be set-aside for ISBEEs, Small Businesses, or proceed as full and open competition. The IHS Contracting Officer will prioritize ISBEE set-asides under the Buy Indian Act. Firms must indicate their business category (Indian Economic Enterprise (IEE) or ISBEE) and provide documentation of authorized distributorship. For IEE/ISBEE status, firms must complete the designated IHS Indian Economic Enterprise Representation form (attached) and identify the Federally Recognized Indian Tribe or Alaska Native Corporation relied upon for their status. Definitions for IEE and ISBEE are provided, emphasizing 51% Indian ownership, earnings, and control of daily operations.
Submission Requirements
Interested parties must submit an e-mail letter of interest to Donovan.Conley@ihs.gov by April 27, 2026, 4:00 PM MST, referencing RFI-IHS1525124-PIMC. The submission must include:
- Company name, point of contact (name, title, phone, email).
- FSS / SEWP Contract number (if applicable).
- DUNS or SAM Unique Entity Identifier Number, and Tax ID number.
- Indication of IEE or ISBEE business category.
- A capability statement highlighting past performance for similar deliveries within the last 5 years.
- Documentation from the manufacturer confirming authorized distributorship.
- The completed IHS Indian Economic Enterprise Representation form.
- Identification of the Federally Recognized Indian Tribe or Alaska Native Corporation for IEE status. Firms must be registered in SAM.
