Sources Sought Notice

This is a Sources Sought Notice (SSN) for market research only, issued by the Department of Veterans Affairs, Office of Construction and Facilities Management (003C4B). The purpose is to determine the availability and technical capabilities of qualified sources for the Morovis National Cemetery Phase 1B project in Morovis, Puerto Rico. This notice does not constitute a solicitation, and no award will be made from it. Interested parties will need to respond separately to the future resultant solicitation.

The project aims to complete Phase 1 infrastructure at the Morovis National Cemetery. Key components include:

• As-built surveys of fencing and retention ponds.
• Landscaping around ponds.
• Completion of the irrigation system.
• Removal and replacement of 9 existing stormwater pond liners with new liners featuring concrete bottoms and gas venting systems.
• Installation of chain-link fencing around ponds (except Pond 8, which will have ornamental fencing).
• Installation of barbed wire perimeter fencing and a vehicle access gate.
• Development of a French drain near the site entrance.
• Paver removal and reinstallation for Committal Shelter 1.
• Relocation of the temporary committal shelter.
• Identification of construction trailer and laydown yard locations.
• Option: POW/MIA Flag Assembly construction.

The estimated construction duration is two years, with a midpoint set for June 2027. The project will be divided into three phases, each approximately six months long.

Firms interested in demonstrating capabilities must submit a package including:

• Cover letter with company details, SAM.gov Unique Entity ID, and POC information.

• Business size determination and socioeconomic type (e.g., SDVOSB, VOSB, Small Business).

• For SDVOSB/VOSB, provide evidence of U.S. Small Business Administration Veterans Small Business Certification (VetCert).

• Bonding capacity letter from a surety for $10 - $20 Million.

• Corporate Experience: Three projects within the last five years valued at approximately $15M or greater, demonstrating experience in:

  • VA/NCA National Cemetery projects or similar large-scale land development/park projects.
  • State/local/private cemetery projects.
  • Projects with typical National Cemetery features (e.g., extensive landscaping, large-diameter irrigation, ponds, French drains).
  • Building construction, site utilities, paving, or multi-phased land development over 10 acres.

• Specific experience with pond liner systems, site utilities (stormwater management), paving, landscaping, irrigation systems, and phased construction at occupied facilities.

• Current Project List detailing project type, award amount, award date, and estimated completion date.
