Opportunity Details

NTIA anticipates 2-3 concurrent band studies, which may increase.
Scope of Work
The contractor will provide non-personal services to assist NTIA OSM with spectrum repurposing studies. Key activities include:
- Conducting and evaluating Electromagnetic Compatibility (EMC) analyses to determine separation distances between incumbent federal systems and new entrants.
- Identifying new frequency assignments for federal systems.
- Supporting EMC testing (lab and open-air) to validate analyses.
- Evaluating agency-led EMC analyses and providing recommendations.
- Drafting final reports and developing supporting materials/briefings.
- Providing project management support.
The government will provide access to existing band study data, prior EMC analyses, the Government Master File (GMF), and government-owned spectrum analysis tools. Testing will be conducted at government-owned or contracted facilities using government-provided equipment. Some analyses and testing may be classified, and a DD254 (Contract Security Classification Specification) will be provided prior to proposal submission.

Submission Requirements
Respondents should review the draft Performance Work Statement (PWS) and provide capability statements (limited to 10 pages, excluding cover). Key areas of interest for experience include EMC analysis, frequency assignment planning, EMC test support, assessment of EMC analyses, and contract management (including DD254 requirements).
Capability statements must include:
- Company details (name, address, DUNS, CAGE, facility clearance, contact info, NAICS, small business status, years in business, employees).
- Interest in prime/subcontracting.
- List of relevant Federal Supply Schedule (FSS) contracts or other government-wide ordering vehicles.
- Input on performance measures, pricing structures, contract types, risks, and PWS sufficiency.
Do not submit pricing or cost data. Responses will not be disclosed outside the Government, but information may shape future public solicitations. Avoid providing proprietary information.
