To provide unarmed security guard services at the National Memorial Cemetery of Arizona, ensuring a secure, respectful environment that upholds the dignity of the cemetery and protects property, staff, and visitors.

• Provide unarmed security guard services 24/7, including holidays and weekends.

• Conduct routine and random patrols of the cemetery perimeter, interior roadways, columbaria, maintenance areas, and facilities.

• Monitor administrative buildings, maintenance facilities, flagpoles, monuments, columbarium walls, and public restrooms.

• Ensure guards maintain a professional image, wear clean and complete uniforms, and are courteous and respectful.

• Comply with all applicable federal, state, and local laws, VA/NCA regulations, and specific post orders.

• Contractor must develop and maintain a Quality Control (QC) program.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Specific performance thresholds are outlined for patrols, incident response, funeral support, property surveillance, personnel appearance, and compliance with post orders.

• Incident reports must be submitted to the COR within 2 hours of the incident.

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years.

• Contractor must submit a list of all personnel working onsite within 10 workdays of award, with changes submitted within 24 hours.

• Key Personnel include a Program Manager and Onsite Supervisor.

• Government-furnished items include two (2) two-way radios and the daily interment schedule. All other equipment, including vehicles and uniforms, is contractor-furnished.
