Scope of Work

The objective is to enhance productivity, maintain data product quality, and accelerate research-to-operations processes. Key tasks include:
- Developing and executing workflows for timekeeping, celestial observation, Earth orientation calculation, and associated networks.
- Facilitating collaboration among multidisciplinary teams of scientists, engineers, and technicians.
- Developing systematic planning initiatives, schedules, performance monitoring, and risk management strategies. Services will be furnished via individual Task Orders under a proposed Firm Fixed Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract.

Submission Requirements
Interested parties should submit responses addressing their capability to provide Functional Area Workflow Manager services as per the Draft PWS. Submissions must include:

Personnel & Security Requirements
- Personnel Qualifications: Contractors must provide Precise Time and Astrometry Managers with specific experience in workflow development, DoD collaboration, planning, and risk management in relevant scientific fields. Various levels (Basic, Senior, Master, Principal) are defined by education and experience. The anticipated level of effort includes 1 Principal, 6 Master, 4 Senior, and 1 Basic Workflow Manager (1920 hours per FTE).
- Security Clearance: All contractors require a Secret Clearance, with some positions potentially requiring up to Top Secret Security Clearances with SCI tickets.
