This notice is a market research tool to identify potential sources capable of meeting the requirements for repair of firing positions at M-Range, Aberdeen Proving Ground (APG), MD. It is not a request for proposal and does not commit the Government to any solicitation or contract. The Government is seeking information on industry interest, capabilities, and qualifications, particularly from Small Businesses (including 8(a), HUBZone, SDVOSB, WOSB, EDWOSB). Adequate competition is a key consideration.

• The specific requirements are detailed in Section C of the referenced Performance Work Statement (PWS) document, which is subject to change prior to a solicitation release.

• The objective is to repair firing positions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide repair services for five (5) firing positions at M-Range, Aberdeen Proving Ground, MD, to ensure readiness and operational capabilities.

• Demolition and removal of existing decking and framing from five (5) foxholes.

• Selective excavation to prepare for concrete installation.

• Mobilization and staging of necessary equipment and materials.

• Installation of reinforced concrete platforms in place of existing decking.

• Pouring and finishing of 4,000 PSI concrete slabs for shooting positions.

• Construction of reinforced concrete continuous footings for structural stability.

• Installation of new reinforced concrete stairs (42 inches wide) for each foxhole, including welded steel handrails and guardrails.

• Diagnosis and repair of existing power supply issues at Lane A's foxhole, including inspection and repair of wiring, junction boxes, and power connections.

• General site work, including removal and disposal of construction debris, and restoration of disturbed areas to pre-construction conditions.

• Work must comply with all applicable codes, criteria, regulations, and laws.

• The most stringent requirement will govern if conflicts arise between documents.

• Final walkthrough to verify quality and completion.

• Work to be performed at M-Range, Aberdeen Proving Ground, MD.

• Normal working hours are Monday through Friday, 0600-1600. Work outside these hours requires COR approval.

• Contractor employees must use caution and drive at posted/safe speeds.

• Contractor personnel must be U.S. citizens, capable of obtaining favorable background checks, and able to speak, read, write, and understand English.

• Contractor is responsible for management and quality control.

• Compliance with numerous safety, environmental, and security regulations (e.g., UFGS, EM 385-1-1, OSHA, EPA, AT/OPSEC requirements).

• Specific deliverables include an Accident Prevention Plan (APP), Activity Hazard Analysis (AHA), Quality Control Plan, waste reports, hazardous material inventory, and employee/equipment lists.

• Personnel require AT Level I awareness training and potentially other security clearances/training for access to restricted areas.
