Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for repairing the Game Room, excluding the vault, located in Building 392 at Aberdeen Proving Ground (APG), Maryland. The Transformation Decision Analysis Center (TDAC) is the entity overseeing this project.

• The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services necessary for the repair.

• Work must comply with all applicable codes, criteria, regulations, and laws of the United States (local, state, and national). The most stringent requirement will govern in case of conflict.

• Contractor employees must remain under direct supervision at all times.

• General Site Work & Cleanup: Mobilization, material installation per manufacturer's instructions (including warranty), obtaining permits, coordinating utility interruptions with the COR, avoiding damage to existing property, debris removal and disposal, dust control, and final testing and walkthrough.

• Demolition: Removal and disposal of furniture, chairs, blinds, whiteboards, ceiling tiles and grid (excluding wall molding), carpet, outlets, switches, light fixtures, HVAC components, smoke detectors, fire alarm annunciators, strobes, occupancy sensors, IT equipment, and security cameras. Some items are to be stored and reinstalled.

• Mechanical (HVAC): Installation of two new supplemental air conditioning systems, including providing and installing isolation valves, copper refrigerant lines, insulation, and PVC drain lines. The Government will provide the outdoor condensing units and indoor head units. Equipment identification is required.

• Electrical: Installation of three new digital display zone thermostats and control wiring for supplemental HVAC systems, and interception of existing electrical service to power these systems. Installation of new interior lighting systems (2'x2' dimmable LED fixtures, 4000K color temperature), with individual room controls and wall switches at entrances/exits. Installation of new switch junction boxes, conduits, electrical cabling, switches, switch plates/covers, outlets, and outlet plates/covers.

• Architectural: Installation of new 2'x2' ceiling tiles and grid, and commercial solar screen shades with manual chain operation.

• Installation of specific carpet tiles (Interface, Inc – Model: The Standard, Color: Watercolor).

• Preparation and painting of walls, interior doors, door frames, and trim with three coats of moisture-resistant paint.

• Normal working hours are 0600-1600, Monday through Friday. Work outside these hours requires COR approval.

• Work is to be performed at Building 392, Aberdeen Proving Ground (APG), Maryland.

• The PWS lists specific Federal holidays during which work is not required.

• Contractor Personnel: Must be U.S. citizens, capable of obtaining favorable background checks, and able to speak, read, write, and understand English. The contractor is responsible for management and quality control.

• Safety: Compliance with numerous safety regulations, including UFGS, USACE Manual, EM 385-1-1, FAR, DFARS, and applicable federal, state, and local laws. Submission of an Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs) is required. Specific training for Unexploded Ordnance (UXO) is mandatory.

• Environmental: Compliance with all applicable environmental laws and regulations, including green procurement requirements, license and certification requirements, and reporting of noncompliance. Specific requirements for hazardous waste management, universal waste, and pollution prevention are detailed.

• Security: Compliance with AT/OPSEC requirements, including AT Level I training, iWATCH Army training, and obtaining necessary security badges for access to restricted areas. Controlled Unclassified Information (CUI) must be handled appropriately.

• Quality Control: Development and submission of a Quality Control Plan (QCP) and inspection schedules.

• Deliverables: Includes a pre-construction meeting, schedule, 3Rs Safety Training certificates, Accident Prevention Plan, Activity Hazard Analysis, Quality Control Plan, monthly waste reports, hazardous material inventory, employee list, and equipment list.
