Scope of Work
The MATOC will cover diverse construction activities, including demolition, renovation, new construction, and alterations. This encompasses civil, HVAC, mechanical, electrical, plumbing, fire protection, life safety, architectural, carpentry, flooring, masonry, earthwork, concrete, and asphalt paving. Work will be performed at VA facilities in Alabama, Georgia, and South Carolina. The solicitation includes three "seed projects" to demonstrate the scope, and the MATOC will cover both current and future VHA facilities within the VISN 7 geographical footprint.
Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Construction MATOC, with Firm Fixed-Price task orders.
- Ordering Period: Five years from the date of award.
- Maximum Aggregate Value: $900,000,000.
- Minimum Order Guarantee: $1,000 per contract.
- Task Order Range: Individual task orders will range from $2,000 to $30,000,000.
Eligibility & Submission
- Set-Aside: This is a 100% SDVOSB Set-Aside. Offerors must be certified in the SBA database, registered in SAM.gov, and comply with VETS 4212.
- Evaluation: Proposals will be evaluated using a "Highest technically rated with a fair and reasonable price" approach (FAR Part 15.2), considering Technical (Experience and Quality Control), Past Performance, and Seed Project Price Proposals.
- Technical Proposal: Limited to 50 pages. CPARs, Quality Control Plans, resumes, and supporting attachments are excluded from the page count. Tables, charts, and figures may use a 10-point font.
- Past Performance: All submitted projects must have been awarded, executed, or completed within the preceding five (5) years, with a minimum of two projects exceeding $1,000,000.
- Seed Projects: Offerors must propose a firm-fixed price for at least one of the three seed projects; each is evaluated independently.
- Submission: One electronic copy of the technical and price proposal via email, and four hard copies of the technical proposal per seed project. Overnight courier delivery is acceptable.
- Bonding: SBA Bond Guarantee Program is acceptable. A surety letter on letterhead is also acceptable.
- Wage Rates: Applicable Davis-Bacon wage rates will be identified in each task order solicitation and will be current at the time of award.
- New Clause: FAR clause 52.222-90, "ADDRESSING DEI DISCRIMINATION BY FEDERAL CONTRACTORS APR 2026," has been added.
