Scope of Work

The requirement is for a comprehensive, portable, and ruggedized Set, Kit, and Outfit (SKO) of specialized hand tools. These tools, including cutters, reamers, threaders, and heavy-duty wrenches, are essential for the installation, modification, and repair of piping systems up to 4 inches in diameter. The PSTK provides Department of War (DoW) engineer units with the tactical capability to establish essential water, fuel, and steam distribution networks in austere environments. Estimated quantity is 40 kits per year for Year 1, with a 100% option for Year 2.

Key Requirements & Considerations

  • Technical Data Package (TDP): A TDP with Distribution Statement "D" is available. Access requires a current DD Form 2345, Militarily Critical Technical Data Agreement. Vendors must request access via SAM.gov and email their approved DD 2345 to the Contract Specialist. Processing for new DD 2345 certifications can take 6-10 weeks. All TDP documents must be destroyed upon completion of their purpose.
  • First Article Testing (FAT): Required, including a strict Initial Production Inspection (IPI) clause (FCDD-ACE-QP 367) where a DCMA QAR must witness the inspection of a 3-unit sample lot before full production.
  • Quality Management System (QMS): Vendors should identify their QMS (e.g., ISO 9001:2015) and certification status.
  • Small Business Concerns: Respondents must be verifiable in SAM.gov and comply with Limitations on Subcontracting (FAR 52.219-14). Vendors should also indicate if they qualify under the Nonmanufacturer Rule.
  • Production Lead Time (PLT): Must factor in the 15-day DCMA notification window for IPI.
