This solicitation is for a five-year, firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for M8 Chemical Paper. The contract will establish pricing for the duration of the contract, with delivery orders placed as Government needs arise. This acquisition is being conducted under special emergency procurement authority to expedite the process using commercial and simplified acquisition procedures.

• The primary deliverable is M8 Chemical Paper.

• A First Article Test (FAT) is required for the initial delivery order.

• The Technical Data Package (TDP) is available via SAM.gov and is distribution statement C, limiting access to DoD personnel and contractors.

• Offerors must comply with specific packaging and marking requirements (MIL-STD-2073-1, SPI P5-67-266).

• Export control restrictions apply to the technical data.

• Contract Type: Firm Fixed Price, IDIQ

• Period of Performance: Five, one-year ordering periods.

• Minimum Quantity: 36,373 books for M8 Paper.

• Maximum Quantity: 968,317 books for M8 Paper.

• The minimum quantity is guaranteed; the maximum is not.

• Fax, hardcopy, DVD/CD-ROM, and hand-carried bids will not be accepted.

• Questions regarding requirements are due by March 23, 2026, 12:00 PM EST.

• Evaluation will be based on the lowest evaluated price, considering delivery schedules and other factors as outlined in the solicitation.

• This acquisition is currently unrestricted.

• Offerors must be registered in the System for Award Management (SAM) for NAICS code 325998.

• Offerors must acknowledge all amendments received.

• All proposals must be submitted for the total quantity of items identified in the solicitation; offers for less than the total quantities will be deemed non-responsive.

• Only one award will be made as a result of this solicitation.

This notice is for market research purposes to gauge industry interest and capabilities for the production of M8 Chemical Paper (NSN 6665-00-050-8529, Part No. 5-67-266). The Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking information from small and large businesses to assist in planning a potential future acquisition strategy.
