Sources Sought Notice

This notice is for informational purposes to conduct market research for Resource Enterprise Services (RES) for the Program Review and Enterprise Services Division (PRESD). The government is seeking to identify qualified and experienced parties capable of providing these services under NAICS code 541511 (Custom Computer Programming Services). This is not a solicitation, and no contract will be awarded from this notice.

The government is seeking comprehensive analytical, technical, and information management support to sustain and modernize a suite of business applications that facilitate Planning, Programming, Budgeting, and Execution (PPBE) data. Key tasks include:

• Application Development, Sustainment, and Modernization (including full SDLC, Zero Trust framework implementation, and data exchange methods).

• Maintenance of specific applications critical to the Department of War's Program Review, Future Years Defense Program, and resource management processes.

• Support for specialized data collections, data warehouse, and other data-driven analytical functions.

• Business Intelligence and Data Visualization (BI/DV), user training, and security administration.

• Estimated Dollar Value: $25,000,000.00 - $40,000,000.00

• Anticipated NAICS Code: 541511 (Custom Computer Programming Services) with a $34M size standard.

• Anticipated Product Service Code: DA01 (IT and Telecom – Business Application/Application Development Support Services)

• Anticipated Contract Start Date: 4th Quarter FY26

• Place of Performance: National Capital Region (NCR) and Contractor site(s).

• Interested parties should submit a capabilities statement addressing experience, staffing, and technical capabilities related to the Critical Task Elements.

• Responses should include business address, POC, CAGE code, UEI number, and business size status.

• Specific information regarding contract history (last 3 years), contract vehicles, and recommendations for NAICS code and contract type are requested.

• Responses are due by June 1, 2026, at 12:00 PM (Eastern).

• Submissions should be no more than 7 pages.

• The government encourages responses from all interested and capable sources, including small business concerns (8(a), HUBZone, SDVOSB, WOSB, EDWOSB).

• Small business size standard for NAICS 541511 is $34 million.

• The contracting officer will use responses to determine the appropriate acquisition strategy (e.g., small business set-aside or unrestricted competition).

• A "Secret" Facility Clearance is anticipated for performance.

• WHS does not sponsor clearances.

• Proprietary information and trade secrets should not be submitted.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide analytical and information management support to implement Resource Enterprise Services (RES) objectives for the Program Review and Enterprise Services Division (PRESD) within the Office of the Secretary of War (OSW), Cost Assessment and Program Evaluation (CAPE). This includes modernizing technologies within the RES system and supporting budgetary requirements.

• Provide expert systems compliant with Risk Management Framework (RMF) and Zero Trust, offering analytical support for the OSW Program Review process.

• Offer advice on improving and automating the Planning, Programming, Budgeting, and Execution (PPBE) system.

• Modernize existing PPBE systems for improved user experience and efficiency.

• Enhance PPBE data exchanges with other Department of War (DOW) applications.

• Integrate program, budget, acquisition, and strategic information processes and systems.

• Migrate capabilities to cloud services.

• Improve efficiency and effectiveness of PPBE processes, systems, and data.

• Modernize Program Review using AI and robust digital infrastructure.

• Support analysis and resolve data issues.

• Make data available for broad DOW analysis via analytical tools and dashboards.

• Develop standard technology frameworks for data collection, reporting, web displays, and software development life cycle.

• Provide expert systems and analytical tools for reporting.

• Support business applications for PPBE data collection, dissemination, reports, and analytical displays on SIPRNET and NIPRNET.

• Applications must remain operational during collection cycles with downtime not exceeding 5% (unless prearranged).

• Standard Technology compliance assessments at 90-day intervals, with remediation plans within 14 days.

• 100% of application data must meet common data elements.

• 100% of reports reviewed for accuracy and formatting.

• Base Period: 30 AUG 2026 to 29 AUG 2027

• Four (4) 12-month option periods.

• Place of Performance: National Capital Region (NCR), including Pentagon, Arlington, VA; Mark Center, Alexandria, VA. Telework may be determined by the COR.

• Non-personal services contract.

• Contractor personnel must identify themselves as contracted support.

• Contractor must possess and maintain an active Secret facility clearance from DCSA.

• Personnel must have a fully adjudicated Secret clearance.

• Compliance with DOW CERT guidelines and Security Technical Implementation Guidelines (STIGs).

• Key Personnel with specific qualifications and experience are required.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Contractor must comply with OPSEC rules and regulations.

• Personnel must sign WHS AD non-disclosure agreements.

• Training requirements include annual Government-furnished training in Information Assurance, Privacy Act, and Operational Security.
