This document is a market survey to identify potential sources with the expertise, capabilities, and experience to perform depot-level repair of various C-5 Fire Suppression System (FSS) components for the United States Air Force (USAF). The acquisition strategy is a five-year Firm-Fixed Price requirements contract. Participation in this survey does not guarantee future solicitation or contract awards, and the government will not reimburse for expenses.

The survey seeks information on capabilities for repairing the following C-5 FSS components, identified by National Stock Number (NSN) and Part Number:

• NSN 4810010033512: Diaphragm valve for dispersing liquid nitrogen.
• NSN 4810010033513: Regulating valve for liquid nitrogen outlet from Dewar and fuel tank Pressure Limiter Valve.
• NSN 4810010033514: Regulating valve for accepting liquid nitrogen from ground service to Dewar and applying LN2 to fire zone valves.
• NSN 4810010046559: Diaphragm valve for the fire suppression system.
• NSN 4820001851031: Valve assembly (directly operated, diaphragm-actuated relief valve) for the Dewar system.
• NSN 4820001851033: Regulating valve for Dewar/fire suppression system over/under pressurization protection.
• NSN 4820001851037: Regulating valve for nitrogen pressure from Dewar to wing tanks.
• NSN 4820001867007: Restrictor valve for liquid nitrogen fill probe.
• NSN 4820002700682: Back pressure relief valve for Dewar system venting and backflow during servicing.

Respondents must provide documentation supporting their capabilities. If lacking experience in certain areas, explain how teaming or subcontracting will overcome this. Identify any work areas suitable for Small Business set-aside. Both large and small businesses are encouraged to participate; teaming and joint ventures are encouraged.

• Sufficient dedicated space to maintain components IAW Technical Orders.
• Adequate facility lighting, electricity (110/220 VAC, 28 VDC, 400 HZ), and compressed air (65 CFM at 95 PSI).
• Security and protection measures to prevent unauthorized access, damage, theft, or sabotage.
• Personnel capable of reading and comprehending Air Force engineering drawings and specifications.
• Possession or ability to obtain through subcontracting, back shops with manufacturing capabilities (machine, metal plating, metal processing, hydraulic, NDI, electrical/environmental, mechanical accessories, paint/corrosion, clean room, sealant mixing).
• Capability to handle and dispose of hazardous waste (paint, residue, depleted uranium) per regulations.

A sample listing of required special tooling and test equipment is provided. Companies must document possession, ability to obtain, or approved substitutions for these items.
