The evaluation criteria outlined in Section III will directly impact the bidder's score.

Amendment / Modification

This amendment addresses a bidder's question and revises the due date for Attachment 1 - PPQ. The due date has been extended from April 6, 2026, to May 27, 2026.

• Attachment 1 - PPQ: The due date for this attachment has been revised.

• Section J - List of Attachments: SERAE Attachment 1 rev - PPQ has been added, and SERAE Attachment 1 - PPQ has been deleted.

• Section M.5 Submission Evaluation Criteria: This section will be updated to consider the immediate past six years for evaluation, aligning with previous synopses (SERAE 1, WRAE, and ERAE).

• The deadline for submitting the Past Performance Questionnaires (PPQs) has been extended to May 27, 2026.

• The government will provide a revised PPQ form to reflect this new deadline.

Amendment / Modification

This amendment (0001) to the solicitation makes the following changes:

• Electronic Submission Email: The email address for electronic proposal submissions has been updated from a Box link to KSC-DL-OPCS-PROPOSALS@mail.nasa.gov.
• New FAR Clause: FAR Clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors (APR 2026) (DEVIATION APR 2026)", has been incorporated.
• Bidder Inquiries: Government responses to bidder inquiries are provided.
• Solicitation/Contract Form: The "Party to receive Proposal" information has been updated to reflect the new email address.
• Section C - Specification/SOW/SOO/ORD: The acquisition is for Architect-Engineer Services for design and other professional services for rehabilitation, modernization, and development of systems for facilities, utilities, and ground support systems.
• Section I - Contract Clauses: The new FAR clause (52.222-90) has been added.
• Section J - List of Attachments: Attachment 4, "EFSS-Box-Offeror-Proposal-Submission-Instructions", has been deleted.
• Section L - Instructions, Conditions, & Notices to Offerors or Quoters:
  • The email address for submitting questions and comments has been updated.
  • The electronic submission email address has been updated.
  • The deadline for submitting questions has been clarified.
  • The period for evaluating past performance has been extended to the immediate past six years.

Sections A, C, I, J, L, and M of the solicitation have been affected by this amendment.

Proposal submission deadlines and evaluation criteria (specifically the period for past performance) have been modified. Offerors must use the updated email address for submissions and questions. The maximum number of projects to be submitted in Section F of the SF 330 has been clarified as 10.

• Questionnaires should NOT be returned to the A-E team.

Solicitation / RFP / RFQ

This solicitation is for a regional multiple award, indefinite-delivery indefinite-quantity (IDIQ) contract for Architecture and Engineering (A-E) services. The services are needed to rehabilitate, modernize, and/or develop new systems for facilities, utilities, and Ground Support Systems (GSS) across multiple NASA locations, including Kennedy Space Center (KSC), Cape Canaveral Space Force Station (CCSFS), Stennis Space Center (SSC), Johnson Space Center (JSC), and Marshall Space Flight Center (MSFC), with potential performance at other NASA sites nationwide.

The scope of work includes A-E services for engineering infrastructure, equipment, and facilities.
