Quick Summary

The Department of the Air Force, AFRL RVK, has issued an Advanced Research Announcement (ARA) with Calls titled SPACE TECHNOLOGY ADVANCED RESEARCH-FAST-TRACKING INNOVATIVE SOFTWARE AND HARDWARE (STAR-FISH). This unrestricted opportunity seeks research and development (R&D) in space technology to advance innovative software and hardware for space-flight and related signal, energy, and transportation technologies. This ARA is open indefinitely, with specific research efforts to be solicited through separate "CALLs."

Purpose & Scope

The STAR-FISH ARA covers a broad range of R&D activities, including modeling, simulation, fabrication, experimentation, testing, demonstration, prototyping, and analysis for space-flight systems. Key areas of interest include:

  • Space Vehicle Functionality & Logistics: Agility, resilience, affordability, performance, deployable structures, thermal control, materials, power, command and data handling, guidance, navigation, control, autonomy, logistics support, space access, manufacturing, assembly, repair, resupply, repurposing, debris mitigation, disaggregated bus/payload concepts, and small satellite development.
  • Mission Effects & Capabilities: Space-based sensing, threat detection, battlespace awareness, ionospheric modification, space communication hardware/software, PNT payloads, inertial navigation, quantum sensing, solar power transfer, controlled reentry, and modeling/simulation/analysis.
  • Space System/Services Anomaly Detection, Attribution, & Protection: Analytic tools, sensors for threat detection, data exploitation, cyber threat warning, and passive/active protection.
  • Space Battle Management, Command, & Control: Domain awareness, battle management tools, command and control options, data fusion, machine learning, AI, multi-domain concepts, and autonomy. Deliverables will be specified at the individual CALL level and may include data (CDRLs), final reports, software, and hardware.

Contract Details

  • Instrument Type: The Air Force reserves the right to award various contract types, including FAR or Non-FAR instruments, Other Transactions (OT) for experimental purposes, and cooperative agreements.
  • Estimated Program Cost: Unspecified for the overall ARA, but individual awards are anticipated to range from $50,000 to $100,000,000.
  • Period of Performance: To be determined per CALL.
  • Set-Aside: Unrestricted solicitation; businesses of all sizes are encouraged to participate.

Submission & Evaluation

  • Process: Specific CALLs will outline either a One-Step (direct proposal) or Two-Step (white paper followed by proposal) submission process.
  • White Papers: Required for the Two-Step process, using a specific Microsoft Word Template.
  • Evaluation Criteria: Proposals will undergo peer or scientific review based on Problem Definition, Relevance to AFRL Needs, Scientific and Engineering Viability, Project Plan, Value/Cost, and Proposal Quality.
  • Due Dates: White paper and/or proposal due dates will be specified in each individual CALL.

Eligibility & Notes

  • Cost Sharing: Not required, but may be considered.
  • Foreign Participation: Subject to export control laws; U.S. citizenship is generally required for contractor employees accessing USAF bases or IT networks, with specific exceptions.
  • Communication: Dialogue between prospective Offerors and Government representatives is strongly encouraged, with all communications in writing.
