Purpose & Scope

The STAR ARA focuses on R&D, modeling and simulation, fabrication, experimentation, characterization, testing, demonstration, prototyping, and analysis across four key topic areas:

  • Topic Area 1: Space Vehicle Functionality and Logistics: Enhancing spacecraft components, subsystems, and support for agility, resilience, and performance (e.g., deployable structures, thermal control, agile manufacturing, power, C2, autonomy, on-orbit servicing, debris mitigation).
  • Topic Area 2: Mission Effects and Capabilities: Developing capabilities for space-based sensing, battlespace awareness, ionospheric specification, space communication, Position, Navigation, and Timing (PNT), and quantum sensing.
  • Topic Area 3: Space System/Services Anomaly Detection, Attribution, and Protection: Tools and sensors to predict, detect, and mitigate threats to spacecraft and services (e.g., data exploitation, hazard prediction, cyber threat warning, passive/active protection).
  • Topic Area 4: Space Battle Management, Command, and Control: Enabling uninterrupted space services through enhanced domain awareness, battle management tools, and C2 options (e.g., data fusion, AI/ML, multi-domain C2).

Contract Details

The government reserves the right to award various contract types, including Cost-Plus-Fixed Fee, Cost Contract, Firm Fixed Price, Other Transaction Authority (OTA), or Technology Investment Agreements. Individual awards are anticipated to range from $50,000 to $100,000,000, with multiple awards expected. The solicitation is now pursuant to 10 U.S.C. 4023.

Submission & Evaluation

This is a two-step solicitation. The first step requires submission of a white paper and a Rough Order of Magnitude (ROM) cost estimate. White papers must adhere to a provided template and be submitted via the DoD SAFE website. Bidders must first email the STAR Contracting Officer POCs to request a submission link. The second step involves full proposals, issued via a Request for Proposal (RFP) letter to selected white paper submitters. Evaluation criteria include Problem Definition, Relevance to AFRL Needs, Scientific and Engineering Viability, Project Plan, Value/Cost, and Proposal Quality.

Eligibility & Notes

This is an unrestricted solicitation, encouraging businesses of all sizes to propose. Cost sharing is not required. Offerors must be registered in the System for Award Management (SAM). Security requirements may range from Unclassified to Top Secret/Sensitive Compartmented Information (TS/SCI), and export control regulations apply. Recent amendments have updated contracting points of contact and revised clauses related to Government Furnished Property (GFP) to Revolutionary FAR Overhaul (RFO) and R-DFARS.
