Purpose & Scope
The FBI's Directorate of Intelligence (DI) requires new and cutting-edge OSINT capabilities to support its Social Media Program (SOMEP). These tools will assist Headquarters Divisions and Field Offices in identifying, organizing, and analyzing threat-related data to prevent, investigate, and defeat national security threats. The contract covers 12 categories of specialized OSINT tools, with the Government selecting a maximum of two tools per category. Note: CLIN 3 (Digital Asset Information) is being removed from the solicitation. The remaining categories include: Financial/Banking Information, Deep/Dark Web, US Business Data, International Business Data, Vehicle History and Technical Information, Historical Internet Data, Terrorism Related Information, Image Information, Video Information, Identity Records, and Property and Land Records.
Contract Details
This is a Multiple-Award IDIQ contract with a minimum guarantee of $500 per contract year for each awardee. The period of performance includes a base year, four (4) 12-month option periods, and a 6-month extension. Performance will primarily be online, accessible via commercial web browsers from FBI-owned devices at various FBI locations. Contractors must be U.S.-based small businesses.
Key Requirements
Offerors must provide robust analytics, user-friendly Graphical User Interfaces (GUI), comprehensive system security, 508 Compliance, and data export capabilities. Tools must ensure 24/7 system availability, reliability, and helpdesk support. Anonymity of searches for FBI personnel is required. Preferred capabilities include AI, foreign language translation, geospatial search, and collaboration features. Exclusions include Advertising Technology (AdTech) and Mobile Advertising IDs (MAIDs), and facial recognition capabilities must be turned off if present. Security requirements include a Security Review and a Product Risk Assessment (PRA).
Submission & Evaluation
Proposals are due by April 17, 2026, at 12:00 PM ET and must be submitted via email to the Contract Specialist. Proposals are organized into three volumes: Company Data (1 page), Technical Approach (9 pages), and Price (3 pages). Evaluation will use a best-value "trade-off" approach, with the Technical Approach being more important than Price. The pricing template requires offerors to propose pricing for a minimum of three of the four license tiers per CLIN, ensuring full functionality across all licenses. A valid SAM.gov registration is required.
