Sole Source Justification (SSJ)

This document justifies a sole source acquisition for the U.S. Secret Service (USSS), Technical Security Division (TSD), for Spectrum Guard training and annual maintenance warranties. This acquisition is for equipment previously purchased in FY2022 and currently in use by USSS personnel.

• Spectrum Guard Training: A 5-day, 40-hour training event to fully train USSS personnel on the functionality of the required software enhancements, hardware, and methodology for radio frequency (RF) searches using Spectrum Guard and associated peripheral devices.

The vendor, Charon Technologies LLC, is the sole manufacturer and provider of the specialized Spectrum Guard equipment. They are the only authorized entity to provide warranty, upgrades, training, maintenance, and repair without violating warranty terms, causing equipment damage, or performance degradation. A proprietary letter from the vendor supports this justification.

This acquisition is conducted pursuant to FAR 12.102(a) (FAR Class Deviation 25-21).

Solicitation / RFP / RFQ

This document is a solicitation for Spectrum Guard Training and Annual Maintenance services. The United States Secret Service (USSS) Technical Security Division (TSD) requires these services to support its protective mission, specifically related to Spectrum Guard Radio Frequency (RF) equipment.

• Spectrum Guard Training: A 5-day, 40-hour training event to fully train USSS personnel on the functionality of updated software and methodology for RF searches using the Spectrum Guard and associated peripheral devices. The training will cover various learning blocks including System Overview, RF 101, System Definitions, Local Sensor View Operation, Basic Sweep Setups, Displays and Preferences, Real-Time Analysis, Modulation Classifier, Editing Baselines, Subcarrier Page Controls, Raster Page Controls, Fingerprint Page Controls, Wireless Sweep, Spider Chart, Resource Manager Operation, Post-Collection Analysis, Analysis Plots, Exceedance List reports, IF Analysis, Full Scale Falling Raster, Signal of Interest Search, Signal Mapping and Mobile Operations, Channel Scan, and Scheduler.

• Annual Maintenance and Warranties: This includes software patches, updates, and hardware repairs for the Spectrum Guard PRO system. It also covers routine maintenance, repairs, and 24/7 technical support.

• Contract Type: Firm Fixed Price (FFP) purchase order.

• Period of Performance: Spans multiple fiscal years, with training deliveries and warranty periods extending from FY26 through FY30/FY31.

• Place of Performance: Training will be at the vendor's Columbia, MD facility. Maintenance services will be at the USSS Facility within the National Capital Region.

• Offer Due Date: May 26, 2026, 04:00 local time.

• Submission Requirements: Offerors must provide vendor name, UEI, CAGE code, FAR 52.219-1 certifications, a statement regarding covered telecommunications equipment, and a detailed price quote mirroring the SOW's CLIN table, including maximum commercially available discounts.

• Evaluation Factors: The contract will be awarded to the responsible Offeror whose offer is most advantageous to the Government, based on Price.

• The North American Industry Classification System (NAICS) code is 541511.

• The small business size standard is $34M.

• The document includes representations for various small business categories (e.g., small business, small business joint venture, WOSB, EDWOSB, SDVOSB, HUBZone).

• The solicitation incorporates FAR clauses by reference, including instructions to offerors, evaluation criteria, and small business program representations.
