Scope of Work
NAWCWD seeks expertise to rapidly design, develop, modify, and sustain mission-critical Integrated Weapon Systems, Electronic Warfare Systems, Electronic Support Measures, Electronic Counter Measures, Associated Enabling Technologies, and Quick Reaction Capabilities. Key areas of interest include:
- Quick Reaction Capabilities (QRC) and Novel Systems: Rapid prototyping, integration, Test & Evaluation (T&E), deployment, and support.
- Research and Analysis: Technology assessment, integration (Big Data, cloud, COTS/GOTS), systems analysis (IT-based mission information systems), and requirements management.
- Engineering: EW systems software engineering (sensor data fusion), mission data & threat analysis, field engineering, and sustainment.
- Program and Project Management: Robust frameworks for managing complex technical projects, program reporting, controls (PMP, QCP), cost, and schedule analysis.

Submission Requirements
Interested parties must submit a capabilities statement package (maximum 10 pages, 12-point font) via email to Jennifer Felton (jennifer.a.felton.civ@us.navy.mil). The package should address:
- Company information (name, address, POC, CAGE, DUNS, UEI, size, small business designations).
- Ability to perform 50% of work if a small business.
- Prior/current corporate experience (last five years, contract details, prime/sub, value, POC).
- Available resources, professional qualifications, and specific experience of personnel.
- Management approach to staffing and meeting technical/delivery requirements.
- Capacity for managing requirements.
- Security requirements (DD254, Secret clearance). Classified material SHOULD NOT be submitted.
