• Incorporates corrections to the solicitation, as detailed in the attached Amendment 1.

• Confirms that the set-aside remains 100% Total Small Business.

• Extends the offer due date to June 5, 2026, at 5:00 pm MDT. This extension is final.

• The solicitation document itself has been updated with corrections.

• The offer due date has been modified.

• The deadline for submitting offers is now June 5, 2026, at 5:00 pm MDT.

• Quotes should be emailed to charmaine.williams-james@bie.edu.

• All other terms and conditions from the original solicitation remain unchanged.

This amendment modifies the original solicitation with the following changes:

• The "TIME FRAMES AND DELIVERABLES" section on Page 4 of 20 has been deleted.

• The requirement for a Letter of Commitment with quotes has been reiterated.

• Page 12 of 23: Background Investigation clause confirmed as present.

• Page 19 of 20: Key Personnel requirement clarified to request Speech Therapist résumés.

• Page 19 of 20: FAR 52.2161 "Type of Contract" clause replaced.

• Page 19 of 20: Key Personnel section updated regarding Letter of Commitment.

Bidders should note the change in contract type to Labor Hour. Ensure résumés for key personnel (Speech Therapists) and a Letter of Commitment are included with quotes. The "TIME FRAMES AND DELIVERABLES" section is no longer applicable.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for "In person Speech Therapy Services" to be provided to the T’iis Ts’ozi Bi' Olta (Crownpoint Community School) located at 1771 Hwy 371, Navajo Rt 9, Crownpoint, NM 87313. The acquisition is set aside 100% for Small Business.

• Provide Speech Therapy services to 30+ students.

• Services include reviewing Individualized Education Programs (IEPs), providing speech-language pathology services, developing student IEPs, and participating in onsite IEP meetings.

• Services are to be provided weekly throughout the school year.

• Deliverables include:

  • Review IEPs (during initial visit)
  • Speech Language Pathologist services (throughout school year)
  • Student Individual Education Plan development (throughout school year)
  • Onsite IEP meetings (throughout school year)

• Virtual trainings via Teams are allowed for grade level teachers, individual teachers, or parents, and for discussions with multi-disciplinary teams.

• Key personnel must have a Master's Degree in Speech Language Pathology, at least 5 years of directly related professional experience, and a current State of New Mexico License/Certification in Speech Therapy/Speech/Language Pathologist.

• Background investigations are required for all contractor personnel.

• Contract Type: Time and Material (including Labor Hour) type purchase order.

• Period of Performance (POP): Base Year: August 1, 2026, to July 31, 2027. Includes 4 optional years.

• Option Year 1: August 1, 2027, to July 31, 2028.

• Option Year 2: August 1, 2028, to July 31, 2029.

• Total duration, including options, shall not exceed July 31, 2029.

• Estimated hours: 1440 total hours for the school year, 32 hours for parent-teacher conferences, and 336 hours for summer compensatory education services, totaling 1,808 hours.

• Quotes are due no later than May 28, 2026, at 5:00 pm MDT.

• Offerors must submit two volumes: Technical and SF1449 (including price).

• Technical volume should address capabilities and key personnel (max 10 pages).

• Evaluation will be based on Capabilities, Key Personnel, and Price.

• Technical questions are due by May 7, 2026, at 10:00 am MDT and should be submitted in writing to the Contracting Officer.

• Set Aside: 100%-Total Small Business.

• NAICS Code: 621340 - Offices of Physical, Occupational and Speech Therapists, and Audiologists.

• SB Size Standard: $12.5M.

• The contract price includes all applicable Federal, State, and local taxes and duties.

• The rate identified is an all-inclusive service rate.

• Indian Preference (IP) recruitment and hiring practices apply.
