Justification & Market Research
Extensive market research, including internet research, Sources Sought notices, and subject matter expert input, was conducted. This research concluded that AVL Test Systems is the sole manufacturer capable of meeting the minimum requirements, primarily due to the necessity of compatibility with AFIT's established IndiCom software. Awarding to any other manufacturer would result in significant delays (estimated over a year) and substantial reprogramming costs to adapt existing programming.
