This document is a notification of an intent to award a contract to Pulmone USA, Inc. for a Spirometry System for the Whiteriver Service Unit. The procurement is being conducted under the authority of FAR 6.302-1, Only One Responsible Source, and falls under NAICS code 339112 – Surgical and Medical Instrument Manufacturing.

Responsible sources who believe they can provide the requested services are invited to submit a capability statement. This statement should be emailed to jimmy.perry@ihs.gov by 12 PM PST on June 11, 2026, referencing notice number PHX-SS-26-008. The government will consider these statements to determine if a competitive procurement is warranted. Responses should be detailed and may be used to assess alternatives for the requirement. The government is not obligated to acknowledge receipt or provide feedback, and no proprietary or sensitive information should be included. Any resulting solicitation will be announced publicly, but responses to this notice are not considered adequate responses to a future solicitation.

This document is a Sole Source Justification (SSJ) for the acquisition of the PulmOne MiniBox+ Pulmonary Diagnostic System. The Indian Health Service (IHS) intends to award a firm-fixed-price purchase order to PulmOne for this system, with projected award in FY 2026.

• Acquisition of the PulmOne MiniBox+ pulmonary diagnostic system.

• The system must perform spirometry, Diffusion Capacity of the Lung for Carbon Monoxide (DLCO), and lung volume measurements.

• It must utilize gasless, cabinless plethysmography-equivalent technology without a traditional body box.

• The system must be compact, portable, and suitable for facilities with limited space.

• It must accommodate obese, wheelchair-bound, non-ambulatory, and claustrophobic patients.

• Additional advantages include fully automated testing, user-friendly interface, HL7 integration with RPMS/EHR systems, seamless data storage, no annual maintenance kits required, and a compact footprint.

This document is a justification for a sole source acquisition, not a solicitation with submission instructions or evaluation criteria for multiple bidders.

This is a sole source acquisition, meaning it is not open to competition.

• The acquisition is being conducted under FAR 12.102(b) & 12.201-1 simplified procedures.
• The contracting officer determined PulmOne is the only source reasonably available due to unique capabilities and market research findings.
• The system will require access to Federal IHS Domain or IHS-controlled network devices, necessitating compliance with applicable IHS, HHS, and DHS cybersecurity requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and install one (1) PulmOne MiniBox+ Pulmonary Function Testing (PFT) System for the Whiteriver Rehabilitation Services Unit (WRSU) to support timely and accurate pulmonary diagnostics.

• Furnish, deliver, install, and support the PulmOne MiniBox+ PFT System.

• The system must perform spirometry, DLCO, and lung volume measurements.

• It should be gasless, cabinless, portable, and space-efficient.

• Integration with existing RPMS/EHR systems via HL7 is required.

• No routine preventive maintenance or annual service contracts should be necessary.

• Includes MiniBox+, Cart, 3-Liter Calibration Syringe, DLCO Gas Regulators, HL7 Configuration, HL7 Kit License, extended warranty, installation, and training.

• System must be fully operational at turnover.

• Installation and training to be performed by qualified personnel.

• Data exchange must occur through existing, approved, secure HL7 interfaces; no new APIs.

• System must meet all IHS, HHS, and DHS security compliance requirements.

• A five (5) year manufacturer warranty begins on the date of acceptance.

• Warranty support available during normal business hours.

• Contractor must respond to service calls within 24 hours (excluding weekends/holidays) and resolve issues within 48 hours.

• Installation and training to be conducted at the WRSU location.

• Contractor shall not access IHS servers or patient information.

• Contractor shall coordinate installation and integration with IHS IT staff.

• In case of component failure, replacement parts or a loaner device must be provided via overnight shipment.

• Contractor is responsible for shipping costs associated with warranty repairs or returns.
