Quick Summary

The Library of Congress has issued a Special Notice regarding its intent to procure Springshare Licenses through a Justification for Other Than Full and Open Competition (J&A). This action is for an integrated public service platform providing tools specifically designed for the unique, not-for-profit public services of libraries. The J&A outlines why Springshare is considered the sole source for these requirements. Responses/inquiries are due by April 30, 2026.

Scope of Work

The Library requires an integrated platform to support core public services, distinct from generic commercial software. Key functionalities include:

  • Receiving and responding to library reference requests: This involves live chat, customized forms, a public-facing knowledge base, social media integration, and Section 508 compliance.
  • Providing library chat services.
  • Creating, editing, and serving online library guides and bibliographies: Enabling unlimited topical research guides with customizable layouts and responsive design.
  • Managing and recording library reference transactional data: Utilizing an integrated analytics component.
  • Scheduling library service point staffing: Allowing for organization of schedules, shift notes, and mobile optimization.
  • Scheduling library reference appointments and space: Enabling online booking of library spaces and equipment check-in/checkout.

Springshare applications (LibApps) are currently used for the Library's "Ask a Librarian" service, publishing guides, recording transactional data, and scheduling.

Justification for Sole Source

The J&A details that Springshare is the only vendor currently capable of meeting all the Library's integrated platform requirements without modification. The procurement is a follow-on to existing services and aligns with the Library's strategic plan to expand access and enhance services. The Library intends to assess market capabilities and review the landscape during the subscription period to increase future competition.
