• COOLER UNIT, AIR (QTY: 76, NSN: 4130-01-597-1317, PN: 70309-02801-112)

Production Lead Time (PLT) with and without First Article Testing is listed in Days After Contract Award (DACA), with deliveries to TRACEY, CA, 95304-5000.

• For specific part numbers (70309-02801-113, 70309-02801-111, 70309-02801-112), parts must be acquired from a manufacturing source specified on a source control or selected item drawing per DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available for acquisition from other sources.

• All offerors must meet prequalification requirements to be eligible for award.

• Firms that can produce the required items are encouraged to identify themselves and seek source approval via https://www.avmc.army.mil/Directorates/SRD/TechDataMgmt.

• All responsible sources may submit an offer.

• This acquisition contains technical data restricted by the Arms Export Control Act and the Export Administration Act. This information cannot be released outside the United States without prior government approval.

• Export control requires applicable certifications to be current for both the quoter and manufacturer. Offerors and sources of supply must have an active United States/Canada Joint Certification Program (JCP) certification to access export-controlled data.

Sources Sought

This Sources Sought Synopsis (SSS) is for market research to identify potential manufacturing/supply sources for specific UH-60 BLACKHAWK weapon system components. The Defense Logistics Agency (DLA) is seeking information to determine if future efforts can be competitively awarded or set aside for small businesses. The NAICS code is 335999 with a size standard of 600 employees.

The following items are being sought:

• ELECTRICAL PALLET A (NSN: 6110-01-597-1482, Part Number: 70309-02801-113)
• COOLER UNIT, AIR (NSN: 4130-01-597-1317, Part Number: 70309-02801-112)
• HEAT INTERCHANGER,R (NSN: 4130-01-597-1300, Part Number: 70309-02801-111)

Potential contractors must be capable of performing and complying with all special requirements outlined in a future solicitation, including recurring and nonrecurring engineering services. Responsibilities include supply chain management, logistics, forecasting, procurement of long-lead parts, material forecasting, obsolescence management, and final delivery.
