Scope of Work
The contractor will provide essential instrument maintenance services. Onsite services include inspection, polishing, sharpening, and repair of surgical instruments and sterilization containers, such as rigid sterilization containers, instrument cassettes, stainless-steel surgical instruments (e.g., fiberoptic retractors, laparoscopic instruments), and re-insulating electrosurgical instruments. Off-site repairs are permitted for instruments with extensive damage, requiring prior COR approval, and must be returned the same day. Notably, laser marking services and serialized/complex devices (e.g., endoscopes, cameras) have been removed from the scope of onsite services and off-site approval processes. Detailed reporting on non-repairable instruments, comprehensive repair histories, and service reports (emailed to the COR within 3-5 business days) are required.
Contract Details & Performance
This is a Firm-Fixed Price contract with a base year from April 17, 2026, to April 16, 2027, and four (4) option years, extending through April 16, 2031. Services will be performed at South Texas HCS locations in San Antonio (Merton Minter Blvd, Datapoint, Northwest HCC) and Kerrville, TX, Monday through Friday, 0730 to 1730. Scheduled visits include one (1) per month for Kerrville, Datapoint Dental, and Northwest HCC, and four (4) visits per month for Audie L. Murphy VA. Technicians must possess current, nationally recognized sterile processing and instrument maintenance credentials and relevant experience. Compliance with VHA Directive 1116(2) and the Censis tracking system is mandatory.
Submission & Evaluation
Offerors must submit proposals electronically to Shannon Robinson (shannon.robinson3@va.gov) and Shannon Hodgson (shannon.hodgson@va.gov). Submissions require a signed SF 1449, signed SF 30 amendments (if applicable), complete vendor information, and pricing. Proposals will be evaluated across three volumes: Technical Capability, Price, and Past Performance. The award will be made to the responsible Offeror whose proposal is most advantageous to the Government, based on these factors. Bidders must utilize the provided "PAST PERFORMANCE REFERENCES" template (Attachment D.3) and review the revised SOW (D.1) and Attachment D.2 for updated requirements.
