- Procurement and delivery of (1) U.S. Water Coupler Material Kit 2.
- Procurement and delivery of (1) UK Water Coupler Material Kit.
- Generation and delivery of Water Coupler Procurement reports for each kit, documenting successful receipt and verification.

Eligibility & Submission
- Set-Aside: SSP seeks to provide maximum practicable opportunities to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small business concerns.
- Requirements: Firms must demonstrate minimum qualifications and recent, relevant past performance. Respondents must possess or demonstrate the potential to acquire the capability to meet requirements by December 31, 2026. A SECRET facility clearance and a computing facility cleared to process SECRET data are required.
- Submission: Detailed White Paper capability statements, limited to 5 pages (excluding Company Administrative Data), should be emailed to Angela.frye@ssp.navy.mil.
Performance Standards
All efforts must comply with the T9001C checklist dated March 24, 2025 (Fire Control Type, Production Phase), applicable Ordnance Directives (ODs), and Technical Program Management processes. Deliverables include monthly Financial Status Reports and quarterly in-progress reviews.
