This document provides instructions and a link to an online questionnaire for a Request for Information (RFI). It outlines how to access and complete the questionnaire, character limits for responses, and submission instructions.

• Instructions: Cut and paste a provided link into a web browser to access the questionnaire.
• Response Format: Responses are limited to 1500 characters. "N/A" can be used if a question is not applicable.
• Submission: Submit the questionnaire via the provided link. Include an email address for automatic saving of responses.
• Additional Documentation: A 1-page Word or PDF document can be submitted to elaborate on responses or provide company information. This should be emailed to Kelly.Parker.6@spaceforce.mil.

Potential bidders must complete and submit this questionnaire by the specified deadline to provide information requested by the government. The responses will help the government understand capabilities and inform future acquisition strategies. The deadline for all responses is May 28, 2026, at 12:00 p.m. EST.

Performance Work Statement (PWS)

This PWS outlines the requirements for the development and iteration of the Civilian Guardian Course (CGC), a foundational developmental program for new Civilian Guardians within the U.S. Space Force (USSF). The goal is to accelerate their integration into mission-focused professionals.

• Curriculum Development: Design and develop CGC classes, instructor guides, and student-facing training materials. This includes a blended learning model: a 40-hour online phase (36 hours asynchronous, 4 hours synchronous) and a one-week, 40-hour residential capstone.

• Content Standards: Develop online content to Chapman Alliance Level 2 (Interactive) and Level 1 (Basic) for supporting content. The residential capstone focuses on high-fidelity, performance-based activities.

• LMS Integration: Configure and build all course content within the Government-provided Learning Management System (LMS).

• Iteration and Maintenance: Continuously update and maintain course content based on feedback from pilot phases.

• Multimedia and ISD Support: Provide multimedia and Instructional Systems Design (ISD) support.

• Deliverables: Key deliverables include Monthly Status Reports (MSR), Quality Control Plans, Curriculum Development and Update Plans, ISD Implementation Plans, Multimedia Support Plans, Courseware Documentation, and Hot Wash Inputs.

• Curriculum must be kept current and relevant using the ISD process.

• Lesson materials updated after each pilot iteration based on feedback.

• Contractor performance is subject to Government surveillance via a Quality Assurance Surveillance Plan (QASP).

• Deliverables must be submitted on time, accurate, and of high quality.

• Period of Performance: OY4: June 1, 2026 – January 24, 2027.

• Place of Performance: Curriculum development primarily at the contractor's facility near Colorado Springs, CO. In-person course execution will be at Government-designated locations.

• Personnel: Contractor personnel must be U.S. citizens and possess a minimum of a favorable National Agency Check (NAC). DoD CAC and Access ID Badge required.

• Security: Course material is unclassified. OPSEC guidance must be followed.

• Non-Personal Services: The Government will not supervise contractor employees or control work methods.

• Contractor Management: Contractor must manage timeliness, quality, and problem resolution. A Contractor Program Manager (PM) is required.

• Documentation Rights: The Government has unlimited rights to all deliverables developed under this PWS.

• Materials & ODC: Contractor may purchase materials and Other Direct Costs (ODCs) with prior COR approval. Purchases over $10,000 require COR and CO concurrence and multiple quotes.
