This document outlines the technical specifications for the procurement of an Optical Coordinate Measuring Machine (OCMM) for the DLA Product Test Center Division, Electronic Lab, VTP. The objective is to enhance testing capabilities for inspecting delicate parts with improved accuracy and efficiency, while minimizing impact on current operations and test cycle time. This is intended as a sole source purchase.

• A new, not refurbished, Optical Coordinate Measuring Machine with motorized CNC drives.

• MetLogix M3 CNC measurement software or equivalent, including a thread inspection module.

• The system must be "turnkey" upon setup, including all cables, computers, monitors, stands, and software.

• Training for five (5) Lab Techs is required.

• Initial calibration is required.

• Specific illumination requirements (3 LED or Fiber Optic, with optional 4 channel Quad Ring light).

• Work capability window of 12" x 8" x 8" or larger.

• High resolution .1 micron (color 1 MP) digital color video inspection camera.

• Ability to create automatic inspection routines in the software.

• Accuracy must be .0001".

• Motorized and programmable 12:1 video zoom package.

• Windows-based OS for data exporting.

• 24" monitor (or larger) and PC.

• System must be able to translate and execute automatic CNC programs created in M3 inspection software.

• A minimum of a one-year warranty on all components from the date of installation.

• Delivery is required within 8-10 weeks from the date of award.

• All shipping costs are to be included in the contracted price.

• Manufacturers must quote the total cost of calibration as a separate line item.

• Payment of invoices will be processed through the Defense Finance and Accounting Service via Wide Area Workflow (WAWF).

• This is stated as a sole source purchase.

• The document references "Suggested sources" including Inspection Engineering with a specific quote and model number.

• The system needs to be compatible with existing M3 inspection software to reuse previously created CNC programs, saving significant programming time.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure an Optical Coordinate Measuring Machine (OCMM) to expand the DLA Product Test Center (PTC) Division's testing capability, improve accuracy and efficiency in inspecting intricate parts, and reduce test cycle time and human error.

• Installation and calibration of one (1) Starrett Optical Inspection CMM with workstation.

• One day of on-site training for up to five (5) laboratory associates.

• The contractor shall install, calibrate, and provide on-site training for the OCMM and workstation.

• The Starrett AVR300 system.

• Place of Performance: DSCC Columbus, Building 11 Section 7, 3990 East Broad Street, Whitehall, OH 43213.

• Work to be performed at Building 11, Section 7.

• Invoicing and payment through the Defense Finance and Accounting Service via Wide Area Workflow (WAWF).

• Invoices to be submitted within 10 workdays after the conclusion of each training session.
