Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for the repair and upgrade of a Ward Leonard 400 Hz MG Set Controller on board the CGC Legare, located at USCG Yard, Baltimore, MD.

• Provide services of an OEM authorized/licensed Technical Representative (Tech Rep).

• Assist with and ensure compliance with manufacturer's procedures for disassembly, inspection, repair, modification, calibration, and reassembly of the controller.

• Assist with testing and commissioning of the new 400 Hz Motor Controller.

• Provide one day of on-site training for ship's personnel covering operation and maintenance, including hands-on training, operational theory, documentation review, start-up procedures, settings, adjustments, and emergency procedures.

• The Tech Rep must be an OEM Certified Representative, demonstrated on their résumé.

• Work must be reviewed by the government prior to invoice approval (Acceptance Criteria).

• Period of Performance (POP): Services to be completed by 06/16/2026.

• Location: USCG Yard, 2401 Hawkins Point Rd, Baltimore, MD 21226, CGC Legare.

• Site Visit: Offerors are urged to inspect the site.

• Controlled Unclassified Information: JCP certification may be required.

• RAPIDGate/TWIC: Required for contractors needing access to the CG Yard for 7 or more days annually. Requires company and employee enrollment and vetting.

• Safety: Compliance with 29 CFR 1915 (OSHA Shipyard Industry Standard) and other relevant OSHA regulations. Hard hats, safety harnesses, and safety glasses are mandatory. COVID safety practices must be followed.

• Quality: Compliance with ISO 9001 and ISO 14001 standards.

• Environmental: Adherence to federal, state, and local environmental regulations, including CG Yard Environmental Management Systems, SWPPP, and SPCC plans. Proper transport and disposal of all materials are the contractor's responsibility.

• Government Furnished Items/Services: Material handling, water, compressed air, and electricity (up to 200 amps, 480 volts) will be provided by the Government. Contractor must provide 48-hour notice for material handling needs.

• Contractor Furnished Items/Services: All other equipment and services not explicitly provided by the Government.

• Security: Only a warranted Contracting Officer can direct the Contractor to begin work. Vehicles/tanks with hazardous materials on site must have 24/7 emergency contact information displayed.
