This solicitation is for the procurement of one complete set of U.S. State and Territory flags (50 states and six territories) with staves, and 56 guidon staffs for the 3rd U.S. Infantry Regiment ("The Old Guard"). The objective is to support ceremonial missions performed by TOG military personnel.

• One complete set of 50 U.S. State flags and 6 Territory flags (Washington DC, Puerto Rico, US Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands).

• 56 guidon staffs.

• Flags: 4x6 ft, pole hem, yellow fringe, double-sided with liner, poly-knit nylon.

• Guidons: 9 ft 6 inches, two pieces, pole chrome joint with spear kit (including finial and spear).

• The contractor shall provide a sample at no cost to the government to ensure product meets specifications.

• All work shall be conducted at the contractor's business location.

• Unsatisfactory performance will result in non-acceptance and no payment; corrections must be made at no cost to the government.

• The contractor must provide 24-hour notice prior to deliveries.

• Quotes must include a certification that the flags are Made in America and comply with the Barry Amendment. Quotes without this certification will be technically unacceptable.

• Contract Type: Purchase order, firm fixed price.

• Period of Performance (POP): Delivery of flags and staves on or before September 1, 2026.

• Estimated Value: Not specified.

• Proposal Due Date: June 26, 2026, at 9:00 AM eastern time.

• Questions Due Date: June 16, 2026, at 9:00 AM eastern time.

• Submission Method: Electronic submission via email to the Points of Contact (POCs).

• Evaluation Factors: Award will be made to the lowest-priced technically acceptable quote that is otherwise qualified. Technical capability and price will be evaluated.

• This acquisition is set aside for Small Business.

• NAICS Code: 314999 (Other sewing textile product manufacturing).

• Size Standard: 550 employees.

• Delivery Hours: 0700 - 1500 hours except holidays.

• Payment will be made via Wide Area WorkFlow (WAWF).

• The solicitation incorporates FAR clauses by reference, including those related to small business, terms and conditions for commercial products, and unique item identification.

Statement of Work (SOW)

To procure up to one complete set of State and Territory flags, and guidons for the 3rd U.S. Infantry Regiment ("The Old Guard") to support their ceremonial missions. The goal is to achieve the greatest possible economic value, cost-effectiveness, and responsive delivery capabilities.

• The vendor shall perform all work at their business location.

• Upon award, the vendor must provide a sample of the flags and guidons at no cost to the government to ensure product specifications are met.

• The contractor is responsible for delivering all items as per the schedule.

• Flags and guidons must meet the specifications detailed in the SOW.

• Unsatisfactory performance (i.e., not meeting specifications) will result in non-acceptance and no payment. The contractor must make all corrections at no cost to the government.

• Period of Performance: Delivery must be completed on or before September 1, 2026.

• Place of Performance (Delivery): Central Issuing Facility, Attn: 1LT Chase David, 101 Bloxon St, Bldg. 205, Fort Myer, VA 22211-1199.

• Delivery Hours: 0700 – 1500 hours, excluding recognized holidays.

• Delivery Notice: 24-hour notice is required prior to deliveries.

• Quantity: One complete set of U.S. State and Territory flags (50 states and 6 territories: Washington DC, Puerto Rico, US Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands) and 56 guidon staffs.
