Quick Summary
The Department of the Interior, National Park Service (NPS), is soliciting proposals for the transportation of the Central Railroad of New Jersey Passenger Coach #1021. This Total Small Business Set-Aside opportunity requires moving the coach and its components from Shoshoni, Wyoming, to the Steamtown National Historic Site in Scranton, Pennsylvania. The NPS intends to award a Firm Fixed-Price contract. Proposals are due by March 2, 2026, at 12:00 PM EST.
Scope of Work
The contractor will be responsible for providing all personnel, equipment, supplies, and supervision necessary to transport the Central Railroad of New Jersey Passenger Coach #1021. This includes loading and unloading the coach, two truck units, and numerous palletized loose parts at both the origin (Bighorn Divide and Wyoming Railroad, Shoshoni, WY) and destination (Steamtown National Historic Site, Scranton, PA). The coach body weighs approximately 64,000 lbs (73' L, 10' W, 12'-2" H), with each truck unit weighing about 17,000 lbs, and loose parts totaling approximately 15,000 lbs.
Key requirements include providing enclosed containers for components, acquiring all necessary shipment permits, and obtaining insurance or bonding for the coach, which has a replacement value of $2,803,586.44. The contractor must comply with all federal, state, and local codes, ensure no damage to property, and maintain a clean work area. HSPD-12 security clearances are not required for this project. The Steamtown site does not have a loading dock, and the contractor is responsible for providing their own shipping containers and coordinating parking. The driver will be allowed 3 days for unloading upon arrival in PA.
