Statement of Work (SOW)

To provide labor and materials for the repair and rebuild of two steam boilers on Quarterboat 9901.

• Rebuild two Hurst S350-150-18/19 boilers and two Gordon Piatt S10-0-15 burners.

• Replace main control and power units with PowerFlame burner control units.

• Replace low water alarm system components, probes, safety switches, valves, and pressure control components.

• Replace door pins, bolts, clips, insulation rope, and door insulation.

• Replace main blow down valve controls and the main hot well system (water tank, motor/pump combinations, controls).

• Replace/install main line blowdown/drier system to reduce condensation.

• Install new E-stop switches and CO2 monitors.

• Perform complete cleaning of the stack system.

• Provide and install a stainless steel collection tank with duplex discharge pumps and piping for blowdown venting and condensate discharge.

• Provide initial system chemical treatment and training for proper operation and record keeping.

• Provide a recommended chemical/material list with safety data sheets.

• Supply a standard operating procedure guide for steam boiler operations and safety.

• Ensure all new parts have a manufacturer's warranty.

• Arrange for state inspector to inspect repaired boilers and address any deficiencies.

• All requirements to be completed no later than September 11, 2026.

• Work to be performed onboard Quarterboat 9901 at the USACE Vicksburg harbor, Mat Sinking Unit, 2577 Haining Rd, Vicksburg, MS, 39183.

• Contractor must provide all labor and materials.

• Training shall be hands-on, documented, and cover safety and operations for the Mat Sinking Unit quarterboat maintenance crew.

• Minimum one-year parts and labor warranty on all components.

• Compliance with general security requirements and guidance, including Force Protection Condition (FPCON), Random Antiterrorism Measures (RAMs), and Health Protection Condition (HPCON) measures.

• Contract personnel requiring physical access must comply with access control procedures and may be subject to vetting.

• Suspicious Activity Reporting training is required.

• Escorting may be required in classified and/or sensitive areas.

• Contractors must comply with the E-Verify Program for employment eligibility.

• Government Approval is required prior to any non-U.S. Citizen working on the contract.
