Scope of Work
This solicitation is for the procurement of a Fluid Valve Stem (Piece 5 of drawing 2285-703), made from QQ-N-286 K-Monel material. The material is critical for shipboard systems, necessitating high-level quality assurance. Key requirements include:
- Material Specifications: QQ-N-286, K-Monel, Form 2 or 7, Annealed, Hot Finished, and Age Hardened, with no weld repair allowed.
- Testing & Certification: Quantitative chemical and mechanical analysis, annealing and age hardening certification, and ultrasonic inspection for starting material (4" diameter or greater). Slow Strain Rate Tensile Tests must be performed by approved laboratories.
- Inspection: Thread inspection per FED-STD-H28 series and O-ring groove inspection using the General Acceptance Criteria (CSD008).
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (or MIL-I-45208 as an alternate) and calibration systems per ISO-10012 or ANSI-Z540.3 (or MIL-STD-45662). Quality system procedures (CDRL DI-QCIC-81110) are required prior to award.
- Traceability: Strict material traceability is required from raw material to finished component, including unique identification markings and comprehensive certification data (DI-MISC-81020). Re-certification is needed if material properties are altered during processing.
- Configuration Control: Requires maintaining total equipment baseline configuration, submitting electronic drawings (C4 format), and obtaining approval for Waivers/Deviations and Engineering Change Proposals (ECPs).
- Government Oversight: Government Quality Assurance (GQA) at source is required, with DCMA notification. Subcontractor inspection and quality programs are also subject to review.
