Justification for Other Than Full and Open Competition

The award was justified under 10 U.S.C. 2304(c)(1) as a sole-source action. Boeing is deemed the only responsible source due to its unique capabilities, complete data, experienced staff, necessary facilities, and technical understanding derived from its ongoing development of the MQ-25 Engineering and Manufacturing Development (EMD) contract. A Technical Data Package (TDP) is not expected until May 2025, making other sources impracticable at this time. A sources sought waiver was approved on July 30, 2021, and no additional market research was conducted.

Actions to Remove Barriers to Future Competition

To enable future competition, the MQ-25 program is being developed using a Modular Open Systems Approach (MOSA). Additionally, a Technical Data Package (TDP) will be procured to facilitate competitive procurement of MQ-25 system-related requirements and subsystems in the future.
